Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included and FAR part 13 Simplified Acquisition Procedures. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58. (iii)This solicitation is a total small business set-aside, NAICS 424520, Goat Merchants and Wholesalers, with a small business size standard of 100 employees. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv)The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. The National Park Service, Gateway National Recreation Area, Staten Island Unit is looking for a Goat Herd needed to perform vegetation management on historic landscape and structures. This preservation method was selected due to the ability to perform the needed vegetation removal with the least disturbance to historic resources. REQUIREMENTS: Vendor will provide a herd of 21 adult goats, or equivalent, that are appropriate in temperament to working in an urban park setting. The herd will be divided into four (4) work groups to clear the three areas of existing vegetation. (v)See detailed specifications in Statement of Work below. ProjectClear existing vegetation from the following areas of Fort Wadsworth using grazing goats: 1) Battery Duane, 2) the slope that extends from the Overlook to Weed Road, and 3) the top tier of Battery Weed.Optional areas may be added as needed. A decision about additional areas will be made by mutual consent prior to the start of the project each year.Period of Performance This contract will cover one base year, 2012, plus a possible four additional one year options.The initial period of performance will be from June 1, 2012 through May 31, 2013. Subsequent option years will be from June 1 through May 31 of the following year. Actual rental period will be from approximately June 15 - September 21 each year for a 90 day period plus or minus 10 days*. *an earlier start date or later end date may be mutually agreed to by the vendor and the NPS if environmental conditions are favorable. DescriptionVendor will provide a herd of 21 adult goats, or equivalent, that are appropriate in temperament to working in an urban park setting. The herd will be divided into four (4) work groups to clear the three areas of existing vegetation. Planned areas for coverage include but are not limited to: Battery Duane is an historic gun battery of stone construction. A fence will be placed around this battery to form approximately a 72,000 square foot area where the goats will graze and take shelter under existing trees.The Overlook slope. The first year only a small area will be used as a test to gauge effectiveness and to monitor any soil erosion. The herd will graze in a single area near the Overlook and take shelter under existing trees. Battery Weed is an historic gun battery of stone construction. The goats (approximately 3) will graze on the top tier of the four-tier battery without the aid of a fence. The structure will provide a sheltered area. It is anticipated that this area will clear in a few weeks allowing these goats to then join the Overlook herd for the duration of the project. Fort Tompkins is an historic fort of stone construction with earthen roof that is filled with vegetation. The east and west sides provide the largest grazing areas. In the first year after the herd has finished with the demonstration/test area on the Overlook slope, they will be relocated to graze on the top tier of Fort Tompkins. Vendor Responsibilities1)Provide a herd equivalent to 21 adult goats. The herd mix may include some juvenile goats at a ratio of 2 juveniles equal 1 adult. A minimum of 6 adult goats will be included in the herd. All goats must have the appropriate temperament to work in an urban park setting.2)Assist the park maintenance crew with the installation of all fencing, including labor. Since the vendor is required to be an active goat herder/manager, vendor's expertise in the construction of goat fencing is essential. Fencing will be either snow fencing, field fencing or electric field fencing.3)Train park personnel in the basic care and watering routines needed to sustain the herd.4)Will respond with an on-site visit for emergencies within 3 hours of being notified by the park.5)Will respond with an on-site visit for non-emergencies within 24 hours of being notified by the park.6)Vendor will provide any needed veterinary care for the period that the goats are in the park. 7)Vendor agrees to replace any goats that are sick or not physically able to perform their task.8)Vendor will provide the minimum supply of grain needed to supplement the vegetation diet.9)Vendor will pick-up the goats no later than October 1 each year, unless a different date is mutually agreed upon by both parties. NPS Responsibilities1)Will supply the materials and up to 50% of the labor needed to install the required fencing.2)Provide the personnel needed to check the herd each day to ensure their general wellbeing. 3)Will provide water to the herd on a daily or twice daily basis as needed.4)Notify the vendor in a timely manner of any issues such as an injured or missing goat, extraordinary park conditions that could affect the herd, or the need for special assistance to maintain the herd while on park property.5)Notify the vendor of any emergencies within 2 hours of identification. PriceVendor will provide the following:1)A per-goat price to include any related costs such as transportation, supplemental food and all site visits.2)Price to provide experienced labor for appropriate fence installation. Payment Payment will be made in two increments: 1) total price for the fence installation and 90% of the per-goat cost upon delivery of the goat herd 2) 10% of the per-goat cost upon final pick-up of the goat herd. Selection Criteria Past Experience: Demonstrated experience in providing working, grazing herds in an offsite urban environment on a rental service basis. Vendor shall provide a summary of experience to include location, duration and date of past experience. Qualified vendors will have at least three years of verifiable experience. Past Performance: Satisfactory performance on at least two similar efforts. Vendor will provide the names and contact information of at least two previous customers. The government will contact these individuals to verify satisfactory performance. Technical Knowledge: Primary vendor point of contact will have sound knowledge in managing and supplying goat herds for similar services. Vendor will provide resume or resumes of all individuals designated as points of contact for this effort. The resumes will document the specific relative knowledge of each individual. (vi)LOCATION: Gateway National Recreation Area, Staten Island Unit, Staten Island, NY 10305 SCHEDULE of SUBMISSIONS: Two (2) invoices will be submitted. One invoice to include the total price for the fence installation and 90% of the per-goat cost upon delivery of the goat herd. The second invoice to include 10% of the per-goat cost upon final pick-up of the goat herd. SCHEDULE: The period of performance is from June 1, 2012 through May 31, 2013 with four possible subsequent option years. Actual rental period will be from approximately June 15 - September 21 each year for a 90 day period plus or minus 10 days*. (viii)The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. (ix)A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
