Description
U.S. DEPARTMENT OF VETERANS AFFAIRS (VA) SEEKS EXPRESSIONS OF INTEREST FOR LAND PARCELS LOCATED IN PAHRUMP, NEVADA The Department of Veterans Affairs (VA) is seeking Expressions of Interest (EOI) for land parcels located in Pahrump, Nevada, capable of accommodating a 10,000 net usable square foot building with a minimum 50 on-site parking spaces. EOI ™s are sought for the purpose of making a pre-determination of suitable locations for a build-to-suit leased facility for use as a VA Primary Care Clinic. Once fully constructed the site must include a minimum 10 foot setback and provide a minimum of 50 parking spaces adjacent to the building. The building and parking area will be fully accessible, meeting all requirements of the American with Disabilities Act (ADA) and the Uniform Federal Accessibility Standards (UFAS). Net usable square feet does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code. As the first step in this build-to-suit process the VA is soliciting interested parties to submit sites within the delineated area as follows: Northern Boundary: Basin Avenue Southern Boundary: Highway 372 Eastern Boundary: Highway 160 Western Boundary: Leslie Street EOI ™s must be received from fee title property owners, or their authorized representatives, willing to allow for development on site. VA will also consider acceptance of a donated site. At this time, VA seeks expressions of interest for the site only. EOI ™s shall include the following information, as known or available. VA reserves the right to eliminate a site that fails to provide sufficient information. 1. Site location, address, legal description and current and/or proposed zoning designation. 2. Size of parcel and amount (or range) of usable acreage offered. Specify net, in addition to, gross area. 3. Site plan, survey and/or plat map of the site indicating the location of the parcel offered. Site plan should include location of utilities, any easements (above and below ground), environmental/soil issues, adjacent roads, and/or other encumbrances affecting the potential development of the parcel. 4. Include any grading, drainage or sewer plans that have been or will be completed in the future. 5. Access to site from major transportation routes and public transportation routes. 6. Site aerials/renderings photos, graphics, and location map. 7. Describe any future development affecting the site including neighboring projects and road/public utility line construction. 8. Specific information on site ownership and any known title issues, defects, deed restrictions and encumbrances. EOI ™s shall also include brief explanations/clarifications to the following issues: 1. The availability of utilities to the site including water, sewer, gas, electric and fiber optics. 2. Confirm the site has proper zoning for an outpatient clinic. Clarify if any zoning changes, variances, or special expectations are required for an outpatient clinic including the estimated period of time necessary to complete such entitlement process. Clarify any known county proffer obligations with the site. 3. Describe any environmental issues known to exist on the site and any remediation efforts taken or to-be-taken. Provide copies of any environmental or other assessments. 4. Provide evidence that the site offered is outside the 100 year flood zone. Clarify if the site contains any wetlands (as defined and may be certified by FEMA). 5. Explain any known factors that might prohibit the permitting, construction and/or operation of an outpatient clinic on the site offered. 6. Confirm that ownership currently owns and controls the site. State whether ownership has title to property, is under contract, retains an option to purchase, etc. Offeror and or/firm submitting Expressions of Interest should state their relationship to the site (for example: owner, broker, legal representative, etc.). If Offeror is not the legal owner of the site, please provide documentation from owner that clearly demonstrates authorization to offer the site. VA will not have an Assignable Option to Purchase with any site. VA staff may conduct a market survey of offered sites to determine suitability for the purposes stated herein. Sites will be scored on a pass-fail basis. Approved sites will be identified as suitable locations in a resultant Solicitation for lease of a build-to-suit facility for use as a VA Primary Care Clinic. All interested parties should submit the required information to Amanda.simmons2@va.gov no later than 2:00PM PST on May 17, 2012. All interested parties are reminded to include: name of firm, point of contact, mailing address, email address, telephone and fax numbers. THE DEPARTMENT OF VETERANS AFFAIRS ASSUMES NO RESPONSIBILITY OR OBLIGATION TO CONSIDER A SITE BASED UPON RESPONSES TO THIS ANNOUNCEMENT.
