- Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This is a request for quote (RFQ) No. AG-02NV-S-12-0038; proposal due date is May 25, 2012. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 58, effective as of April 18, 2012. Non-manufacturers must furnish in the performance of the contract, the product of a small business manufacturer, which end product must be manufactured or produced in the United States. Small size standard for the manufacturer of the item would be 500 employees. Quantity and Unit of Measure is 1 each. Price proposal shall include delivery FOB to the Caribou-Targhee National Forest Headquarters Office, 499 N. 2400 E., St. Anthony, Idaho 83445. Delivery shall be coordinated with appropriate Forest Service personnel. 1. GENERAL II- 7 - REQUIRED General Specifications 1. The rotary disc mulcher shall be the newest model available, and will be clear of any defects or imperfections. 2. The rotary disc mulcher shall be manufactured and delivered to ensure a complete hookup and operation with the Forest Service owned CAT 316EL excavator. 3. All materials and components comprising the 44" Rotary Disc mulcher, shall meet or exceed the specifications of Advanced Forest Equipment (AFE) Gen3 RDM44EX mulcher. II- 8 - REQUIRED Housing Specifications 1. The rotary disc mulcher shall be at least 44" size, including cutting edges. 2. The housing shall be a one piece structural mounting system, to include spade digging features for the removal of tree stumps in conjunction with hydraulic thumb and to support the weight of 80,000 lb. excavator for turning purposes and spinning tracks. 3. The housing shall be a reduction shroud system, designed to work with the disc in a seamless process of cutting and mulching. 4. The housing shall be designed to accept a rubber shroud extension. 5. The housing must be designed to accept the attachment pins on the Forest Service owned CAT 316EL Excavator. 6. The inside of housing shroud shall contain cutting teeth for finer mulching purposes. II- 9 - REQUIRED Disc Specifications 1. The disc shall have a minimum of 70 cutting, grinding and mulching teeth strategically placed to provide the most efficient cutting and mulching capabilities. 2. All cutting teeth on the disc unit shall bolt on and be re-positional as to use all sides evenly for longer life. 3. Applicable teeth shall have the capability of being sharpened for longer mulcher use. II-10 - REQUIRED Hydraulic Specifications 1. The hydraulic motor shall be Rex-Roth high-torque bent axis piston motor, or equivalent, able to operate up to 50 to 60 GPM flow thru and a hydraulic pressure of 4000 to 4500 psi. 2. The rotary disc mulcher shall be powered by the existing auxiliary hydraulic system of the Forest Service owned 316EL Excavator. 3. The hydraulic motor shall be of variable speed capacity to have the ability to regulate the speed of the rotary disc mulcher. 4. All hydraulic functions shall be controlled by the joy stickers in the operator's station of the CAT 316 EL excavator. II-11 - REQUIRED Gear Box Specifications 1. The bearing box shall be oil bathed. 2. The bearing box must have a 6" diameter heat treated output shaft to drive mulcher in the enclosed oil bath box. 3. The bearing box must be of a design to deliver maximum power and efficiency out of the CAT 316 EL excavator's hydraulics system. II-12 - Manufacturer's Services Specifications The Vendor shall provide a minimum of 8 hours of operator safety and maintenance training onsite at delivery location, 499 N. 2400 E., St. Anthony, ID 83445, within 15 days of delivery and installation of the rotary disc mulcher on the Government's CAT 316EL excavator. Delivery Date: On or before August 12, 2012. Quotes are due by 3:00 p.m., May 25, 2010, at IDAWY Acquisition Service Center, 1405 Hollipark Drive, Idaho Falls, ID 83401, ATTN: Kellie Shaw.
