Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division-Seattle, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Second Genome Inc. The proposed work requires microbiome characterization of sablefish luminal contents by microbial profiling of metagenomic by phylogenetic chip analysis, bioinformatics evaluation, and output available as raw data and phylogenetic graphics. ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) Research Enhancement and Utilization Technologies Division (REUT). The proposed work requires most comprehensive & sensitive analysis for known bacterial and archeal operational taxonomic units, which is currently the G3 PhyloChip assay. The delivery date will be December 31, 2012. The G3 PhyloChip contains more than 1.1 million probes for over 50,000 taxa. It contains multiple oligonucleotides for every known category ofprokaryotic organism for sensitive, robust detection across a wide dynamic range. The G3 PhyloChip has validated intensity-based quantification with a coefficient of variation < 7%, and has been employed in multiple, peer-reviewed publications (e.g., Franz et al, 2012, doi: I O.l038/mi,201 2.23; He et al, 2012, doi: 10.l038/ismej.2011.99). Second Genome has the exclusive license for this technology. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. All responsible sources expressing intent will be evaluated. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. This is a simplified acquisition with estimated value of less than $150,000.00.
