Description
The Government has revised the procurement strategy for solicitation W91CRB-12-R-0036 for Tier I, Protective Under Garment (PUG) for improved soldier protection, of the pelvis, femoral arteries, and lower abdominal organs, in a blast or fragmentation event in support of Product Manager - Soldier Protective Equipment (PM-SPE). The Army Contract Command - Aberdeen Proving Ground, 4118 Susquehanna Avenue, Aberdeen Proving Ground, MD 21005 anticipates awarding multiple award, indefinite-delivery indefinite-quantity (IDIQ) type contract(s) with an ordering period of up to three (3) years. The contract(s) awarded will be firm fixed-price (FFP) IDIQ contracts. The Government intends to procure this requirement as a 100% small business set-aside, using Commercial procedures at Federal Acquisition Regulations (FAR) Part 12 under NAICS 315999 with a small business size standard of 500 employees. The delivery schedule shall require the first delivery within sixty (60) days after receipt of First Article Test (FAT) Approval letter with the remaining quantity delivered within three hundred and fifteen (315) days of contract award. All responsible sources may submit a proposal which shall be considered by the agency. Offerors are advised to anticipate the following proposal submission requirements: A. Product Samples: Offerors shall be required to submit a total of twenty-eight (28) samples (five (5) Small, ten (10) Medium, ten (10) Large, and three (3) X-Large) of their commercial, Tier I PUG. Samples will be used during proposal evaluation and for Human Factor Evaluation (HFE). B. Test Documentation: Offerors shall submit complete test data and documentation from Aberdeen Test Center and/or a National Institute of Justice (NIJ) certified independent laboratory, conducted within the past six (6) months, which demonstrates the ballistic performance of the system against 2gr Right circular Cylinder (RCC) projectiles and 17gr Fragment Simulating Projectile (FSP). Offerors are also responsible for providing documentation from an independent lab that their product meets the air permeability, Moisture Vapor Transfer, aerial density, ballistic insert thickness, flame resistance, area of coverage, weight of the overall garment (size medium), antimicrobial, fabric drying time, dimensional stability, and toxicity requirements. C. Technical narrative shall address the twelve (12) key performance attributes (KPA) listed below and also address compliance with Berry Amendment provisions: 1. Ballistic Protection - V50, 2gr Right Circular Cylinder (RCC) equal to or better than 700 ft/s; enhanced protection of genital region V50, 2gr RCC equal to or better than1000 ft/s 2. Removable Ballistic Inserts - Removable ballistic inserts capable of V50, 17gr Fragment Simulating Projectile (FSP) equal to or better than 1,120 ft/s. Ballistic inserts provide protection to the front thigh and do not interfere with normal walking or running motion. Ballistic inserts shall provide a minimum 40 sq. in. of coverage each. The removable ballistic inserts shall have a maximum areal density of 0.40 lb/ft2 and 0.10 inch thickness. 3. Design/Compatibility - Similar style to male boxer briefs, including a fly front. Able to be worn under Army Combat Uniform trousers. A minimum of 3 in. overlap of ballistic material at the fly opening. 4. Sizing - Shall fit the 5th - 95th percentile requirement for male and female. 5. Construction - Uses breathable fabrics, each with air permeability of at least 240 cfm/ft sq when tested in accordance with ASTM D 737,and Moisture Vapor Transfer of 500g/sq. m/day. when tested in accordance with ASTM E 96, procedure B. 6. Flame Resistance - No melting or dripping of fabric when tested IAW ASTM D6314 7. Area of Coverage - Ballistic Protection235 sq. in. total ballistic coverage of genitals, perineum, anus, and inner thigh, of which at least 42 sq. in is enhanced protection covering genital area 8. Weight - Will weigh no more than 5.5 oz for a size medium system not including the removable ballistic. 9. Antimicrobial - Will exhibit Antimicrobial properties having a Threshold of not supporting growth of bacteria and an Objective of 95 percent bacteria reduction after 25 laundering-cycles; the system shall exhibit reduced bacterial growth of Staphylococcus aureus and Klebsiella pneumoniae by 95 percent in accordance with AATCC 100. 10. Drying Time - The system (excluding ballistic inserts)shall have a drying time of 4 hours after complete saturation 11. Dimensional Stability - Fabrics shall not exhibit more than a 10% dimensional change in both wales and courses (average of 3 samples) when tested in accordance with AATCC 135 12. Toxicity - Shall not present a health hazard and shall show compatability with prolonged, direct skin contact. Chemicals recognized by the Enviromental Protection Agency (EPA) as human carcinogens shall not be used. D. Workmanship narrative shall address the following nine (9) KPA: 1. Stitching - Stitching shall conform to ASTM D-6193. 2. Seams - All seams shall exhibit no signs of cracking or breakage if hand pulled to maximum degrees. No twisted, puckered, pleated or caught seams. Seams has be examined for tight/loose tension per SOW 4.2.2 3. Thread - Sewing thread shall be of correct TEX size, no cracking and/or breakage when stretched to maximum degree. No needle cutting or thread slicing through base fabric. 4. Seam Allowance - The needle, looper and cover threads covers all raw edges and no open, puckered, twisted or distorted seam appearance 5. Waistband - Waistband area shall conform to SOW 4.5 6. Fly - Fly opening stitching shall be flat and smooth with no protrusions or obstructions and be capable of recovering from opening upon use 7. Leg Hems - Leg hems will not crack or break when stretched to maximum degree and shall recover to original shape 8. Ballistic Pocket/Panel - Shall not restrict or interfere with overall stretch of PUG. Attachments include 2 needle 402, 602 or Zigzap types 304 or 308 9. Bartacks - Minimum of 3/8 - 1/2 inch bartacks at 24 - 32 total stitches shall be placed at all critical places such as top/ bottom of fly opening, ballistic panel pocket flaps or other high stress areas.
