This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W15QKN-12-R-D026 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-58. The associated North American Industrial Classification System (NAICS) code for this procurement is 332995 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-05-08 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Multiple shipping information. (83.2 x 53 x 55.7 cm) (75.5 x 45.4 x 51.1 cm) (14.42 kg), 2000, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, ACC - New Jersey intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. ACC - New Jersey is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. No later than 1 week after contract award, the contractor shall travel to Picatinny Arsenal, NJ to measure components for both cases. Based upon final measurements taken this trip, the contract shall submit the final case design and configuration for approval by the Government. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. The Sensor Head Case shall be capable of safely transporting and storing the MVSS Sensor Head, mounting bracket, and trispoke affixing bolt, while assembled, per the ?Sensor Head Assembly? drawing. It should be noted that the threaded portion of the trispoke bolt protrudes an additional inch from the bottom surface. The MVSS Component Case shall be capable of safely transporting and storing the MVSS Components, comprising of the Primary Power Cable, Interconnecting Signal Cable, Remote Terminal Display (RTD), Power Adapter, Secondary Power Cable, 2 Cable Drums and one Battery. The Primary Power Cable and Interconnecting Signal Cable will be assembled on the respective cable drums. A 12? x 9? cavity shall also be included for storing the Secondary Power Cable and any manuals that may be necessary. This cavity shall have a minimum depth of 3? but not greater than 4?.The components shall be laid out in the following manner: The cable drums and respective cables shall each have their own compartment on the bottom of the case. In the foam separating the two cables there shall be a cutout for packaging (1) battery. A foam insert shall then separate the cables and cable drum from the other components. A removable foam tray, with carrying handles, shall then be used to store the RTD, Power Adapter, and have the 12? by 9? cavity described above. The cases shall be constructed to package the Sensor Head and MVSS in reusable hard case containers with foam inserts. The Quantity Unit Pack (QUP) shall be one each. Specifically, the packaging and cushioning design shall allow users to remove the components from the container and easily return the components to the container, yet will restrict item movement in container during transport. Components will be made available for measurement and fit of the cushioning. Foam shall conform to MIL-PRF-26514, type III, class 2, grade B, 4 pound density. Foam inserts shall be designed to keep individual items separate while protecting during transport. The packaging shall meet the requirements of MIL-STD-2073-1. Please refer to the drawings provided for all respective envelope sizes for foam cutouts of the individual items associated. All cutouts, besides the 12? x 9? cavity, shall allow for an additional 1/8?, in each of the three directions, to allow for manufacturer tolerances. If any trays are needed for the foam inserts, carrying handles shall be provided. Please note that the Primary Power Cable and Interconnecting Signal Cable will be assembled on the respective cable drums. The cable drum drawing shall be used for the envelope sizes of both the Primary Power Cable and Interconnecting Signal Cable. The contractor shall provide one (1) case for both the MVSS Sensor Head Case and MVSS Component Parts Case, representative of the final designs prior to delivery of the production quantities. After receipt of Government approval, the contractor may proceed with full rate production of the cases. However, the contractor is authorized to acquire the cases prior to this final design and configuration in order to meet required delivery schedules. The contractor shall deliver and provide Government Purpose Rights to complete technical data package including drawings for both cases (A001). Inspection System The Contractor shall provide and maintain an inspection system acceptable to the Government. A certificate of conformance shall be provided with each shipment and to the Government Quality Assurance Representative (QAR) during source acceptance. Certifications shall include actual inspection results that show compliance with drawing and contractual requirements.
