- Description
- The Bureau of Public Debt, on behalf of the Office of Financial Research (OFR) intends to make award to Markit North America, LTD. on a sole source basis, under authority of FAR 6.302-1, for Markit CDS Gold, Markit RED and Markit desktop. Pricing information on CDS contracts is a critical input to the OFR's mandate to monitor threats to financial stability. Markit is the only provider of comprehensive data on CDS pricing. Markit data uses Markit's proprietary RED codes to identify reference entities in CDS contracts and to identify specific issuances on which CDS contracts are traded. In order to analyze Markit price data in conjunction with data from other sources, the OFR requires a subscription to the RED database, which provides the translation from RED codes to the names of reference entities and issuances. The RED database also provides essential timeline information on succession events for reference entities that is necessary for any historical analysis of CDS prices, positions, and transactions. Responses shall demonstrate they can provide a database of CDS reference entity and reference obligations data. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by May 7, 2012 by 3:00pm ET. Responses shall be submitted to PSB3@bpd.treas.gov, Attention T. Sullivan/G. Hanna. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
