- Performance of Work Statement DESCRIPTION: The U.S. Coast Guard intends to procure the services of the Pacific Northwest Economic Region to provide the development of the framework for the Beyond the Border Initiative as per the attached Statement of Work. This proposed procurement is for a service for which the government intends to solicit and negotiate on a sole source basis to PACIFIC NORTHWEST ECONOMIC REGION (PNWER) PNWER is a Corporate Entity, Federal Tax Exempt in the state of Washington and is classified as an A8 Non-Profit Organization as per CCR Note 22. The proposed contract action is for a continuation of previous services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotes. However, all quotes received within the time and date of publication of this "Special Note 22" will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
