Description
The US Geological Survey (USGS) has a requirement for Pre-processing, documentation and mastering of DVDs in specialized format of multichannel seismic reflection data from ten (10) Antarctic surveys RAE-47, RAE-48, RAE-49, RAE-50, RAE-51, RAE-52, SAE-26, SAE-34, SAE-35, and SAE-53; printing of 100 copies of 6 DVDs (600 total); distribution to Antarctic SDLS library branches and data providers; and publication of data on the SDLS Website. This data processing must be compliant with Scientific Committee on Antarctic Research (SCAR) Recommendations XXIII-13 (Polar Record, 1995, v.31, n. 177, p. 280). Proprietary requirements for this service include: 1.Create reports and metadata files, in standard English, that are consistent with the standards for submissions to the library. The firm providing services must have prior knowledge of the requirements set forth in the Scientific Committee on Antarctic Research (SCAR) Recommendations XXIII-13 (Polar Record, 1995, v.31, n. 177, p. 280) 2.Evaluate seismic profile and navigation data for internal consistency and correct all discrepancies by comparison with other proprietary data held in the SDLS archive. The firm providing services must have prior knowledge of the requirements set forth in the Scientific Committee on Antarctic Research (SCAR) Recommendations XXIII-13 (Polar Record, 1995, v.31, n. 177, p. 280). 3.Pre-process the Society of Exploration Geophysicists (SEG-Y) profile data to ensure that it is compatible with the proprietary OGS display software used on the SDLS Web site. The vendor must have access to proprietary OGS software code. The format specifications are available on the SEG Web site (www.seg.org). 4.Upload the SEG-Y profile data to the proprietary OGS Web site 5.Test data security, downloading, and display functions for the data on the proprietary Web site and correct any data-specific problems encountered. Download data from the proprietary website (special access required) and copy to DVD-ROMs for distribution to member libraries. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Istituto Nazionale di Oceanografia e di Geofisica Sperimentale (OGS) unless it is contacted by any vendor who believes they obtained similar technical expertise and can provide the same service. Vendors are invited to contact the Contract Specialist, kvultaggio@usgs.gov no later than 2:00 PM EST, Thursday, May 10, 2012 with an affirmative answer. The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractors unique qualifications: The Antarctic Seismic Data Library System (SDLS) is a multinational repository for digital multichannel seismic reflection profile (MCS) data that facilitates the availability of such data for cooperative research. Countries that acquire MCS data are required by: Scientific Committee on Antarctic Research (SCAR) Recommendations XXIII-13 (Polar Record, 1995, v.31, n. 177, p. 280) to submit those data to the SDLS within four years of data acquisition. The curator of the library, Istituto Nazionale di Oceanografia e di Geofisica Sperimentale (OGS) in Trieste, Italy, is responsible for documenting, standardizing, reformatting (as necessary) and otherwise preparing the submitted dataset for inclusion in the library. The data are also published on DVD-ROM for distribution to the member libraries. Processing, documentation and publication of these data by OGS will ensure that the product meets the established standards for security, quality and compatibility within the library. OGS will also ensure that all issues pertaining to data preparation, processing, storage and dissemination are coordinated with the SDLS technical advisory committee. The data are accessible through an OGS-maintained Web site that ensures the secure access by international researchers to the database. OGS is the only entity that has access to upload the data to the website. This database is a singularly unique Web site, not duplicated or mirrored anywhere else:http://sdls.ogs.trieste.it/
