- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a 3 year, Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract with L-3 Services Inc., 11000 Commerce Parkway, Mt. Laurel, NJ 08054, to annually provide 24/7/365 Help Desk support, software upgrades, and test and evaluation of a minimum of 31ea / year and maximum of 40ea / year Joint Range Extension (JRE) servers covered under OEM warranty. A Cost Plus Fixed Fee (CPFF), indefinite delivery indefinite quantity (IDIQ) repair line item will provide for the repair of JRE items not covered under the OEM warranty. The repair line item will require a maximum Not to Exceed (NTE) $500,000.00. Inspection and Acceptance of repaired items will be at destination with F.O.B. Destination. This contract is anticipated to be awarded on a sole-source basis to L-3 Services, Inc., in accordance with FAR 6.302-1; Only one responsible source and no other supplies will satisfy agency requirements. L-3 Services, Inc. owns the exclusive license to the software that drives the Joint Range Extension (JRE) server. L-3 Services also owns the exclusive proprietary rights to the software resident on the hard drives which is necessary to validate a repaired system is operating properly.
