Description
CONTRACTING POC: Susan Newby (Susan.F.Newby@usace.army.mil); (206) 764-6754 ALTERNATE POC: Larry A. Bradbury (Larry.a.Bradbury@usace.army.mil); (206) 764-3266 Project is open to all Businesses. The Seattle District Corps of Engineers has a requirement to build three earth-covered standard munitions storage modules and a one-half munitions storage module; munitions maintenance and handling facility and a munitions holding pad at Malmstrom AFB, Montana. Munitions storage modules will include pier and grade-beam foundations designed for expansive clay soils with reinforced concrete floors and pre-cast concrete walls and roof. Munitions maintenance and handling facility will include pier and grade-beam foundations designed for expansive clay soils with reinforced concrete floors; structural steel frames; CMU walls and standing seam roofs; complete with all supporting mechanical, electrical and fire building systems. Siting distances comply with AFMAN 91-201, Explosives Safety Standards. Demolish six munitions facilities totaling 3,150 SM. Work includes utility extensions, pavements, communications, site improvements and minimum DOD antiterrorism force protections measures per Unified Facilities Criteria. Includes mobilization and demobilization within a high security active Weapons Storage Area, where a majority of the work will take place. Contractor compliance with the heightened security rules and procedures in this area are extremely critical. Working in this area will require the contractor to plan all personnel requirements, and material and equipment deliveries well in advance to accommodate requirements for contractor personnel/vehicle access and coordination with Government provided escorts. The estimated CCL is $9,100,000.00, and the project completion period is estimated at 745 calendar days. The NAICS code for this project is 236220 with a small business size standard of $33.5M. The solicitation will be a One Phase Combined Design-Build, Best Value Procurement conducted in accordance with procedures outlined in Federal Acquisition Regulation (FAR) Part 15. The solicitation will be a Request for Proposals (RFP), and one firm-fixed-price contract will be negotiated as a result.
