- Arcata Associates, Inc. has a requirement for two (2) each part no. 270-3148-042,721S-4B, V/UHF extended range (30-512 MHZ STD COSITE) No RCU, two (2) each part no.270-3148-150, GRC Interface (J6/J22), two (2) each part no. 270-3148-310 Connector kit,two (2) each part no. 270-3148-062, RCU-710 (in radio), two (2) each part no.984-4799-001, PC/GUI control SW, two (2) each part no. 270-3185-010, VHF Bandpass filter,and two (2) each part no. 270-3185-030, UHF Bandpass filter. Arcata Associates, Inc. intends to purchase the items from Rockwell Collins Incorporated, 400 Collins Road N.E., Cedar Rapids, Iowa, 52498.Rockwell Collins is the only responsible source which is capable of satisfying theagency's unique need for the following reasons:A. Rockwell Collins is the only manufacturer capable of satisfying all the NASA DFRCrequirement model 721S is designed and built by Rockwell Collins to work with our currentinventory and is a plug and play replacement for our current GRC 171 and 211's.B. Rockwell Collins has demonstrated its ability to meet these requirements effectivelyand within budgetary constraints set aside by NASA DFRC WATR for this procurement.Procurement of another manufacturer's equipment would significanlty increase theprocurement cost due to other manufacturer's equipment not being compatible with ourcurrent Transceiver System.C. Mission impact risk will be significantly reduced due to Rockwell Collins ability tomeet our requirement with Commercial-Off-The-Shelf (COTS)equipment with short lead time.Other manufacturers do not have a COTS solution and would require long lead time due toengineering, development, production and delivery delays. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. pacificstandard local time on May 16, 2012. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
