- The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to make a single or multiple award for the provision of Advanced Occupational Education, Culinary Arts and Cosmetology Certificate Programs for the inmate population at the Federal Correctional Complex, Coleman, located at 846 N. E. 54th Terrace, Coleman, Florida. Due to national and/or state accreditation and certification requirements, the contractor must provide an instructional program that meets the minimum established requirements for Culinary Arts Certificate Programs. Performance will consist of two instructors and approximately 30 one (1) hour sessions per instructor between the hours of 7:30 a.m. and 3:30 p.m., Monday through Friday, excluding Federal holidays. Estimated annual sessions are approximately 3,000 (1,500 per instructor). The Cosmetology Certificate Program contract provider must deliver instruction that meets the minimum educational requirements as established by Section 477.019(2)(c)2, Florida statutes, and provide/coordinate testing opportunities for students to receive state licensure. Performance will consist of approximately 30 one (1) hour sessions between the hours of 7:30 a.m. and 3:30 p.m., Monday through Friday, excluding Federal holidays. Estimated annual sessions are approximately 1,500. Any resulting contract for Cosmetology will consist of a base year with four (4) twelve (12) month option periods, and any resulting contract for Culinary Arts will consist of a base year with two (2) twelve (12) month option periods for renewal. The solicitation will be made available on or about May 3, 2012 and will be distributed solely through the General Administrations Federal Business Opportunities website at http://www.fedbizopps.gov/. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The anticipated date for receipt of proposals is May 25, 2012. Anticipated date of award is July 1, 2012. This will be a full and open competitive procurement. All responsible sources may submit a quote which will be considered. Faith-Based and Community-Based Organizations can submit offers/bids equally with other organizations for contracts for which they are eligible.
