- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to solicit, evaluate, and award a firm, fixed-price purchase order to evaluate and repair one (1) Scan Converter Card, part number 480134, serial number 011300-0005 on a sole source basis to Northrop Grumman Systems Corporation, doing business as (DBA) Maritime Systems, 1070 Seminole Trail, Charlottesville, VA 22901-2827. Simplified acquisition procedures in accordance with FAR 13.1 will be used. This notice of intent is not a request for competitive proposals. Northrop Grumman Systems Corporation is the sole source to evaluate and repair the scan converter card, part number 480134. Northrop Grumman Systems Corporation is the original equipment manufacturer for this specific scan converter card. The design of the scan converter card is proprietary to Northrop Grumman Systems Corporation and as such, is the only known company with the technical information required to repair the scan converter card. The Government believes this requirement is sole source; however, companies that feel they can evaluate and repair the scan converter card, part number 480134, should respond to this notice and provide documentation demonstrating their capability to the Government. Submit the documentation for review to the Contract Specialist identified below no later than 11 May 2012, 4:00 pm, CST. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Delivery will be to the Naval Surface Warfare Center, 110 Vernon Ave, Panama City, FL 32407. The basis for award is a fair and reasonable price. The estimated delivery date is to be determined, based on the repairs required. The estimated contract award date is on or about 30 May 2012. The NAICS code is 334511. The Small Business size standard is 750 employees.
