Description
The Enterprise Configuration Management and Operational Services Team at the Federal Aviation Administration (FAA) requires engineering services and software solution support to include custom development, implementation planning, training, requirements analysis and information technology communications support for the FAA's Web Configuration Management System (WebCM). WebCM is a custom FAA system that runs on Eden Application Development and Deployment Framework software and provides help desk and maintenance support to over 3,500 users across the FAA network. WebCM also provides origination, management, and monitoring of National Airspace Change Proposals (NCP) from case file initiation to a final Configuration Control Decision (CCDs) in support of the National Airspace (NAS) Configuration Management infrastructure.Therefore, the FAA is conducting this market survey to seek potential sources capable of meeting the following technical and delivery requirements: 1)The FAA is requesting capabilities statements from vendors that possess Eden Architecture enterprise licenses that can support the WebCM platform; 2)The Contractor must provide Eden Architecture software and be an authorized enterprise license provider. Substitutions will not be accepted;3)Experience providing engineering services and software solution support to include custom development, implementation planning, training, requirements analysis and information technology communications support for the FAA's Web Configuration Management System (WebCM).Any vendor that believes it can provide these services is invited to submit a Capability Statement (in contractor format) addressing its abilities to meet all of the requirements identified above. This is anticipated to be a Firm-Fixed Price Contract with a period of performance of one base year and four one year option periods.All responses (one per company) are to be provided on company letterhead and limited to a total of 5 typewritten pages. No type font less than 11 point may be used. PURPOSE:This market survey is designed to provide information for the FAA to consider in choosing the method and type of procurement competition. At this time the nature of the final competition has not been determined. The failure to obtain adequate and appropriate SBA 8(a) or other small business participation may result in a determination to conduct this procurement under a full and open competition. The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 541511 Custom Computer Programming Services with a size standard of $25 million. The FAA requires proof of documentation from interested service-disabled veteran-owned small businesses and from eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) 8(a) Program. In order to make this determination and to be considered responsive, the FAA requires the following information from interested vendors: a. Capability Statement (addressing the ability to meet all the requirements identified above);b. Completed Business Declaration Form (attached);c. Copy of SBA 8(a) Certification Form or proof of documentation from service-disabled veteran-owned small business (if applicable). ATTACHMENTS: a. This market survey is for informational purposes only and shall not be construed as a commitment or a promise to contract by the Government.
