Description
Solicitation: NRMJ1000-12-02344BS Title: Observatory operations, observations, measurements, and required maintenance at NOAA Atmospheric Baseline Observatory, Trinidad Head, CA ***NOAA's Acquisition & Grants Office, Western Acquisition Division - Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with HUMBOLDT STATE UNIVERSITY SPONSORED PROGRAMS FOUNDATION (HSUSPF) for scientific, technical, and engineering services to conduct observatory operations, observations, measurements, and required maintenance of the Global Monitoring Division's instrument suite at the NOAA Atmospheric Baseline Observatory located near Trinidad Head, CA. Due to the sensitivities of traceable and documentable observations that are used in climate change research, the qualifications for this requirement are absolute and un-waiverable. ***The sole source determination is based on the National Oceanic and Atmospheric (NOAA) market research and expert knowledge in determining that HSUSPF is a unique source to fulfill this need based on the university's scientific qualifications, proximately of infrastructure support, ability to access protected park lands, past experience and demonstrated knowledge with remote atmospheric monitoring instrumentation. HSUSPF is the only vendor able to provide services to meet the requirements of the Government. Period of performance will be July 1, 2012 through June 30, 2013. ***This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $150K). This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
