Description
DESCRIPTION: The Monongahela National Forest (managed by the USDA Forest Service) is advertising the Lamberts Run ECAP project located within the administrative boundaries of the Greenbrier Ranger District in Randolph County, WV. The Contractor will be required to provide all labor, supervision, tools, equipment, transportation and incidental supplies as required in the Schedule of Items and Specification of the solicitation necessary to decommission roads, stabilize stream channels and reduce sources of stream sedimentation within the Lambert Run project area. Work will include, but is not necessarily limited to excavation of road rill material to achieve various degrees of outsloping, rehabilitation of stream crossings to their near natural condition, and stabilization of disturbed soils with seeding/mulching. Keyed riprap and large woody material will also be used to construct stable drainage features. The base bid will be for approximately 2.6 miles of road treatments (to decommission 3.85 miles of associated mine roads), 583 feet of rock armored channel construction, and 16 sites with large wood material placement. All work is to comply with applicable Local, State and Federal codes and is subject to Davis Bacon wage rates. In addition, special consideration is needed to protect existing wetland habitats and prevent stream sedimentation during project operations. GOVERNEMENT COST ESTIMATE: Between $25,000 and $100,000. This does not mean that our estimate for the price of the work can fall anywhere within that range; it means that our estimate is an actual number that lies at a specific point between those two values. DIRECTIONS TO SITE: To access the western end of the project, turn south on FR 227 from SH 250/92 on top of Cheat Mountain. Continue south for 2.26 miles to the start of the project area. To access the eastern end of the project, turn south on FR 245 from SH 250/92 at Cheat bridge. Continue south on FR 245 for 1.58 miles to the intersection of a gated road on the west side. The project area starts 0.4 miles up the gated road. PERIOD OF PERFORMANCE AND SITE VISIT INFORMATION: Contract time will be 45 days from the effective date of the Notice to Proceed. A pre-bid meeting/site visit will be held at a date, time and location to be specified in the solicitation. CONTRACTOR QUALIFICATIONS: Successful offerors are required to be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Registration in CCR may be completed on the Internet at http://www.ccr.gov. Vendors must also be registered in the Online Representations and Certifications (ORCA) application prior to contract award and may accomplish that on the Internet at https://orca.bpn.gov. SET ASIDE: This acquisition is being totally set-aside for small business concerns. The NAICS code for this project is 237310; the small business size standard is $33.5 million. Only offers from vendors who qualify as a small business will be considered. BONDING INFORMATION: The successful offeror will be required to furnish a Payment Bond (SF-25A) within 15 calendar days of the date they receive notice of award, the penal amount of which shall be 100 percent of the original contract price. SOLICITATION DOCUMENTS: Solicitation AG-3395-S-12-0012 is being issued as a Request for Quotations (RFQ) and will be awarded as a firm fixed price contract. A single award is anticipated. The solicitation and related documents will only be issued electronically via FedBizOpps and are expected to be available for downloading on or around May 15, 2012 from FedBizOpps' web address: http://www.fbo.gov. All responsible sources may submit a quotation which, if timely received, shall be considered by the agency.
