- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source firm fixed price purchase order to Undersea Systems International, Inc. doing business as Ocean Technology Systems of 3133 W. Harvard Street, Santa Ana, CA 92704 for purchase of fifteen (15) each MK-8 Mod1 Seal Delivery Vehicle (SDV) Diver Transceivers P/N 7648324. The purchase is not suitable for full and open competition for the following reasons. This vendor is the only approved source for these items. These items contain proprietary engineering technology that no other manufacturer could duplicate. The diver transceiver is identified on Naval Sea Systems Command (NAVSEA) approved Source Control Drawing 53711-7648324 that identifies Ocean Technology Systems as the single source. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Delivery shall be FOB Destination.
