Description
NOTICE OF DECISION TO CONTRACT WITH A SINGLE-SOURCE:The Federal Aviation Administration (FAA); Transportation Safety Institute/Traffic Safety Division, proposes to acquire by single source acquisition, instructional courses and seminars in the areas of transit safety and security, alternative fuels, rail incident investigations and emergency preparedness and to further revise/develop course materials in the same areas as needed due to regulatory policy changes and updates. The FAA intends to award to K&J Safety and Security Consulting Services, Inc. of Pensacola, FL, (DUNS 043581409) for the required services. This procurement is considered to be single-source based on the specialized expertise of the vendor and the agency's need to standardize development, training and implementation of system security program plans for accident investigation and emergency management. Purpose of Announcement: In accordance with the FAA Acquisition Management System paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The proposed NAICS code for this procurement is 541990 All Other Professional, Scientific, and Technical Services with a size standard of $7.0 Million. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
