Description
The Federal Aviation Administration (FAA), Southern Region, Eastern Logistics Service Area, AAQ -510, has a requirement to provide Janitorial Services at the San Juan Combined Center/Radar Approach Control (CERAP) Facility, Carolina, Puerto Rico. The FAA contemplates award of a Firm Fixed Price Contract as a result of this solicitation. The NAICS code for this acquisition is 561720 - Janitorial Services - Standard Size - $16.5 million When responding to this Screening Information Request/Request for Offer (SIR/RFO), each offeror is required to submit a technical proposal and a cost proposal in accordance with the Screening Information Request (SIR) provision in Section L entitled, "Instructions, Conditions, and Notices to Offerors." All interested sources should first attempt to download the attached SIR document(s). If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of James E. Love, Contract Specialist (AAQ-510), via e-mail at james.love@faa.gov. Technical and cost proposals are due no later than 4:30 p.m. local time (Eastern Time Zone), May 23, 2012 and must be submitted to FAA, 1701 Columbia Avenue, College Park, Georgia 30337. The proposal must be sealed and labeled as follows: ATTN: James Love, SIR/RFO DTFAEN-12-R-00048, due 4:30 p.m. ET, May 23, 2012 Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at delivery at Southern Regional Eastern Logistics Service Center. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 4:30 p.m. ET, May 23, 2012, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. There is a ONE-TIME ONLY MANDATORY site visit scheduled on Wednesday, May 9, 2012, 9:00a.m. EST. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
