Description
This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The US Army Contracting Command, National Capital Region, on behalf of Army Modeling and Simulation School intends to procure Support Services for under full and open competitive procedures. All capability packages are due 11 May 2012 NO EXCEPTIONS. If at least two qualified small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages, the requirement will be solicited as a 100% set-aside for qualified small business concerns. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages. Interested small business concerns that are qualified under NAICS code 541990 with a size standard of $14,000,000.00 are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the PWS. Capability packages must not exceed 30 pages and must be submitted electronically. Small business concerns are to outline their experiences in the following: 1.Provide past performance record demonstrating successful performance of Army/DOD Modeling and Simulations operations, leading major training events involving modeling and simulation IAW Training and Doctrine Command (TRADOC) training requirements, developing training courseware and execution of residential, distant learning, and mobile training team support that encompasses knowledge management and battle/mission command support, and supporting modeling and simulation geo-spatial requirements (Reference section 3 of the PWS) 2.Demonstrate the ability to develop, design, build, and operate a synthetic training environment for modeling and simulation students IAW TRADOC training guidance and the Army Learning Concept (Reference section 3.1 of the PWS). 3.Indicate the availability of staffing, meeting the minimum standards shown below, and staffing plan for providing such subject matter experts annually: -Project Manager: Responsible for the planning and execution of all activities related to a contract delivery order. Ensures that all personnel assigned to a task meet government qualification standards and receive necessary training. Reviews subcontractor deliverables and invoices and approves for payment. Approves invoices being submitted to the government. Reviews all deliverables prior to their submission for acceptance. Demonstrated performance as a modeling and simulation technical expert, lead instructor, and battle/mission command expert. Advises the Program Manager on the status of the project. Minimum 10 years experience in the related field; minimum of a bachelor's degree (advanced degrees preferred). Recent combat experience. -Senior Program Analyst: Provide continuous review and detailed analysis of high pay-off Army future programs, to include PPBE analysis; prepare executive summaries, information papers, briefings, and other correspondence as required; conduct periodic budget reviews and validate program requirements quarterly; develop and implement FA 57/CP 36 modeling and simulation training programs. Must have (1) knowledge and experience with aforementioned programs and DOD capabilities and budget processes; (2) demonstrated teaching ability; (3) demonstrated ability to develop innovative solutions to complex issues involving battle/mission command; (4) demonstrated ability to integrate and synchronize programs with net-centric warfare; (5) demonstrated ability to prepare and brief statistical data, prepare reports and command level correspondence, and present briefings to General Officers. -Program Analysts: Provide command and control, intelligence, surveillance, reconnaissance, network, logistics, biometrics, force management, modeling and simulations, and systems integration expertise in order to analyze, prioritize, synchronize, and integrate the fielding of Modeling & Simulation capabilities to the current and future force. Must have a working knowledge of Department of Defense processes (acquisition, budget, and capabilities formulation), an ability to grasp emerging command and control and network centric policies and concepts, and an understanding of both the Army Force Generation model and LANDWARNET and its relationship to the Global Information Grid. Must have the ability to work within broad parameters, demonstrate familiarity with Microsoft Office applications, and be able to communicate effectively. -Senior Military Analysts: Provide military/resource analysis and prioritization, synchronization, and integration support to the various Modeling & Simulation Divisions supporting the Modeling & Simulation Office. Primary responsibilities include strategic planning and recommendations for Modeling & Simulation Way ahead, Modeling & Simulation systems review and analysis, concept and policy drafting, operational impact analysis, prioritization, instructional/briefing support, requirements validation/prioritization, networks/architecture analysis, and portfolio management. Must have (1) knowledge and experience at the Army/USMC Major Command (MACOM) or HQDA level and knowledge of the PPBE process; (2) demonstrated managerial abilities to include simultaneous management of multiple complex tasks and activities; (3) demonstrated ability to develop innovative solutions to complex issues (4) demonstrated understanding of Army organization and doctrine; (5) demonstrated understanding of Joint doctrine and OSD processes; (6) demonstrated ability to prepare and brief statistical data, prepare reports and command level correspondence, and present briefings to General Officers. Command and General Staff College/War College/School of Advanced Military Studies graduates, and advanced degrees are desirable. -Military Analysts: Provide continuous review/detailed analysis of fielding Modeling & Simulation capabilities to the Army; review and staff Army and Joint capabilities documents; provide portfolio management support; provide analysis to support Functional Area 57 and CP 36 career management; provide Modeling and Simulations analysis; assist in developing and/or writing of policy and procedures; and prepare briefing, information papers and other correspondence as required. Must have (1) knowledge and experience at a land component Battalion level or higher with some higher level staff experience; (2) demonstrated managerial abilities to include simultaneous management of multiple complex tasks and activities; (3) demonstrated ability to develop innovative solutions to complex issues; (4) demonstrated ability to master principals of the Army Modeling & Simulation and capabilities generation processes; (5) demonstrated ability to prepare and brief statistical data, prepare reports and command level correspondence, and present briefings to General Officers. Tactical land component experience desired. Command and General Staff graduate desired. -Senior Engineers: Provide demonstrated subject matter expertise in the following areas: information assurance, software design, testing, integration, systems engineering, modeling and simulations, Information Technology, and knowledge management. Additionally candidates will be required to assist in the development and presentation of emerging Modeling & Simulation requirements and prepare executive summaries, information papers, briefings, and other correspondence as required. Must have (1) knowledge and experience in the aforementioned areas; (2) demonstrated managerial abilities to include simultaneous management of multiple complex tasks and activities; (3) demonstrated ability to develop innovative solutions to complex issues; (4) demonstrated ability to prepare and brief statistical data, prepare reports and command level correspondence, and present briefings to General Officers. -Systems Network Technicians: Provide subject matter expertise in the following areas: designs, develops and documents Networks, to include Local Area Networks Virtual Networks, and subnet strategies. Analyzes, tests, and modifies computer systems, networking protocols and software programs to optimize systems performance in training operations. Perform work concerned with the analysis, planning, designing, evaluating, selecting, and upgrading of ABCS (Army Battle Command Systems) and Simulation Systems network, software, and hardware systems. Resolve interoperability problems to maintain operations across all ABCS and Simulation platforms. The candidates must have the knowledge and experience to: Configure systems to user requirements; perform various tests and troubleshooting of ABCS and simulation equipment; maintain tactical, developmental, and testing networks; provide technical support and troubleshooting for ABCS and simulation equipment; research hardware and software issues regarding the ABCS and simulation network; maintain current knowledge of ABCS and simulation hardware and software applications; provide system administration of ABCS and Simulation equipment; administer security procedures via deployment of Anti-Virus Software and Firewall technology to all training approved systems and demonstrate awareness of procedures for handling US Army classified software data and systems during classified training events in a controlled setting. Areas or tasks where a contractor does not have prior experience should be annotated as such. A Firm Fixed Price (FFP) type of contract is anticipated. The anticipated period of performance will be (1) Base Year and four (4) One Year Option periods. The principal place of performance is Ft Belvoir, VA or other regions deemed essential to support the modeling and simulation mission. Should travel to other sites be required for specific tasks, it will be identified in specific task orders. Contractor personnel will require a current top secret clearance.
