DEPARTMENT OF VETERAN AFFAIRS DENVER ACQUISITIONS & LOGISTICS CENTER REQUEST FOR INFORMATION PURPOSE: Request for Information: The Department of Veterans Affairs Denver Acquisition & Logistics Center (VA DALC), in support of the Veterans Health Administration (VHA) Chief Business Office, Purchased Care Office, is contemplating the issuance of a solicitation for non-VA provided dialysis services. (Please see the list below.) The purpose of this Request for Information (RFI) is to provide interested parties the opportunity to inform the VA of their capabilities to perform the services addressed in this RFI and to complete and submit the questionnaire beginning on page two. The information provided in response to the RFI will assist the VA in understanding standard industry practices and facilitate the VA development of the requirement. THIS IS NOT A SOLICITATION FOR OFFERS/PROPOSALS. BACKGROUND: The VHA Chief Business Office identified a need for community providers to provide, deliver, supervise, and monitor Hemodialysis and Peritoneal Dialysis services for eligible beneficiaries through contract arrangements in 2009. This need lead to the creation of a contract vehicle capable of providing support to multiple Veteran Integrated Service Networks (VISNs). Due to the success of this program, additional VISNs began inquiring about utilizing this contract vehicle for their own dialysis needs. This has lead to the issuing of basic ordering agreements (BOAs), which have been put in place to provide coverage for additional regions. It is our intent this future procurement will put into place single contracts with multiple awards to eliminate the variety of contracts and BOA's across the country. At the time the contract vehicle and the BOAs were initiated, VA created its own bundle of services to be included in each treatment modality. Since the inception of VA's contract instruments Medicare has created its own bundle and new payment methodology. The goal of this new procurement is to match and maintain services, bundling and pricing as defined by and equivalent to Medicare so that there is consistency in contractor requirements and industry practices. Intended services include chronic hemodialysis (outpatient), home hemodialysis, chronic peritoneal (outpatient) dialysis, center-based nocturnal dialysis, short daily dialysis, and training sessions for home-based hemodialysis and peritoneal dialysis. Dialysis services to VA beneficiaries as referred by the VA Medical Centers (VAMC). Services to be provided under the contracts would be provided at the contractor's facility(ies), utilizing contractor owned and maintained equipment. The Contractor would also provide the necessary equipment for completing home dialysis treatments, when appropriate, as indentified by the referring VAMC. The contractor's facility(ies) would need to be located within the geographical locations of the referring medical facilities, and be readily accessible to the patient population within the VISNs. The health care provided will be delivered in a manner consistent with the needs of the patients and standards of quality delivered to the contractor's non-VA patients. The contractor would need to adhere to all federal and state laws and regulations in effect during the term of the contracts. However, there are some instances where VA is not capable of an identical payment methodology, differences include the payment of outliers and quality incentives. Do you have any recommendations for aligning the contract line items in such a way as to mimic Medicare's adjustments for outliers and quality incentives? 3. VA intends to require all claims be submitted by electronic data interchange (EDI), paper claims would not be accepted. Does this pose any problems for your organization? 3. Please discuss any industry standards in regards to pricing methodology as used in the private sector, to include incentives and/or other profit structures. 4.
