Description
Specification The United States coast guard surface forces Logistics Center, Contracting and Procurement branch 2 IBCT Product Line intends to issue a Commercial Request for Quote for a Marine Crane Replacement for the United States Coast Guard Cutter: SMILAX (WLIC-315). The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. The NAICS Code is 333923 and the small business size standard is less than 500 employees. The simplified acquisition will be issued as a Best Value for (RFQ) on or about May 11, 2012 The RFQ will be issued via the Federal business Opportunity (FEDBIZOPPS) website at http://www.fbo.gov/. This requirement will be evaluated using price and past performance as an evaluation factors. Hard copies solicitation will not be issued. It is incumbent upon the contractors to monitor the FEDBIZOPPS website for RFP release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. THE ACQUISITION WILL BE SOLICITED AS UNRESTRICTED FULL AND OPEN COMPETITION. The Required Delivery Date is: 180 days after receipt of order PLACE OF PERFORMANCE: The place of performance will be at the Contractor's Plant DESCRIPTION OF WORK (General Scope) This specification sets forth the minimum requirements for purchase of one set of Marine Crane equipment for the US Coast Guard to install on the 100 ft WLI class coastal tender USCGC SMILAX. The Coast Guard will be replacing the existing marine boom on this cutter (one only) for purposes of servicing floating Aids TO Navigation (ATON) equipment. The Working Load Limit of the crane shall be 10,000 lbs at maximum outreach of the crane under nominal Sea State 4 operating conditions. The crane primary wire shall have an outreach of 28 ft 6 inches from the center of the column. The crane shall be a fixed length straight boom type, meeting API-2C Marine Crane standards. The crane shall luff, slew and lift (winch) hydraulically. The crane shall be provided complete with an independent, diesel driven hydraulic power unit. The Contractor shall provide the crane pedestal to the cutter's hull. In general the contractor shall be responsible for supplying all related hardware and machinery, including control station, control panel, and HPU. The contractor shall provide design drawings, technical information, and interface requirements for installation of the crane. The contractor shall provide logistics information and materials, a warranty, and technical and training services. After contract award, the Contractor shall ship check the cutter USCGC SMILAX, in Atlantic Beach, North Carolina (home port, or as otherwise directed) to observe technical restrictions, interface limitations and fine tune equipment design.
