Both the RRC services for in-house RRC beds and the home detention services for home detention placements shall be in accordance with the Federal Bureau of Prisons Statement of Work entitled, "Residential Reentry Center, August 2007; Revision 01 December 2007 CCB; Revision 02 December 2008 CCB, Revision 03, February 2010 CCB, Revision 04, May 2010 CCB, Revision 05, May 2011, CCB; Rev 06, Jan 2012, RRMB; Rev 07, Feb 2012, RRMB." Home detention services (for home detention placements) are specifically defined in chapter 10, programs, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be an indefinite delivery, indefinite quantity type contract with firm-fixed unit prices. The RRC services for in-house RRC beds are estimated to be 85% male and 15% female for the one-year Base Period and for each of the four, one-year Option Periods thereafter, if options are exercised. For the Home Detention requirement for home detention placements, male and female quantities are combined for a total minimum guarantee and a total maximum estimate, which can be made up of either males or females. The guaranteed minimum quantities and estimated maximum quantities for the RRC services for in-house RRC beds requirement are as follows: • Base Period: The guaranteed minimum number of inmate days is 25,550 (60 male beds and 10 female beds) with an estimated maximum number of 47,450 inmate days (110 male beds and 20 female beds); • Option Year 1: The guaranteed minimum number of inmate days is 25,550 (60 male beds and 10 female beds) with an estimated maximum number of 47,450 inmate days (110 male beds and 20 female beds); • Option Year 2: The guaranteed minimum number of inmate days is 25,620 (60 male beds and 10 female beds) with an estimated maximum number of 47,580 inmate days (110 male beds and 20 female beds); • Option Year 3: The guaranteed minimum number of inmate days is 25,550 (60 male beds and 10 female beds) with an estimated maximum number of 47,450 inmate days (110 male beds and 20 female beds); and • Option Year 4: The guaranteed minimum number of inmate days is 25,550 (60 male beds and 10 female beds) with an estimated maximum number of 47,450 inmate days (110 male beds and 20 female beds). The guaranteed minimum quantities and estimated maximum quantities for the Home Detention Services(for home detention placements) Requirement are as follows: • Base Period: The guaranteed minimum number of inmate days is 7,300 (20 placements onto home detention) with an estimated maximum number of 16,425 inmate days(45 placements onto home detention); • Option Year 1: The guaranteed minimum number of inmate days is 7,300 (20 placements onto home detention) with an estimated maximum number of 16,425 inmate days(45 placements onto home detention); • Option Year 2: The guaranteed minimum number of inmate days is 7,320 (20 placements onto home detention) with an estimated maximum number of 16,470 inmate days(45 placements onto home detention); • Option Year 3: The guaranteed minimum number of inmate days is 7,300 (20 placements onto home detention) with an estimated maximum number of 16,425 inmate days(45 placements onto home detention); and • Option Year 4: The guaranteed minimum number of inmate days is 7,300 (20 placements onto home detention) with an estimated maximum number of 16,425 inmate days(45 placements onto home detention). It is the intent of the Government to award both types of services for (RRC in-house beds and home detention placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government. RFP-200-1177-NE will be available on or about April 27, 2012, and it will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website at http://www.fbo.gov. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information about this acquisition will also be distributed solely through this site. The estimated closing date of RFP200-1177-NE will be on or about June 26, 2012. All responsible sources may submit a proposal which will be considered by this agency.
