- PLEASE NOTE: THIS IS A PRESOLICITATION ANNOUNCEMENT SYNOPSIZED (IAW FAR PART 5.203) FOR AN ANTICIPATED MILITARY TREATMENT FACILITIES OPERATIONS AND MAINTENANCE CONTRACT SOLICITATION. THIS NOTICE WILL BE POSTED A MINIMUM OF 15 DAYS AT THE GOVERNMENT POINT OF ENTRY AND SUBJECT TO EXTENSION PRIOR TO THE RELEASE OF A FULL SOLICITATION. This announcement is not a request for proposals, but instead a Presolicitation Notice to industry to serve as notification of a pending Solicitation release of the Irwin Army Community Hospital Medical Treatment Facilities, Operations & Maintenance (IACH MTF O&M) Contract Solicitation for Fort Riley, KS. Upon release of the Solicitation a proposal from industry will be requested from interested and qualified offerors. No reimbursement will be made for any costs associated with providing information in response to this PRESOLICITATION announcement or any follow-up information requests to include the full Solicitation once issued. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than noted above. Irwin Army Community Hospital, Fort Riley, KS is seeking a SBA Total Small Business with the current relevant experience, personnel, and capability to perform an Indefinite Delivery, Indefinite Quantity Operations & Maintenance Contract for all current and future Medical Treatment Facilities under the responsibility of the MEDCOM Commander at Irwin Army Community Hospital, Fort Riley, Kansas. Contractor shall furnish all management, personnel, equipment, and materials necessary to provide Operation & Maintenance (O&M) for Fort Riley, KS Medical Treatment Facilities (MTF) and associated energy plants. The Contractor shall meet the standards of The Joint Commission (TJC), National Fire Protection Association (NFPA), Federal, State, and local laws, regulations, codes, directives, manufacturer's instructions, and accepted commercial practices as specified. Contractor's services shall include but not limited to: Maintain the MTF 100% operational status 24 hrs/day, 7 days/wk. Preventive maintenance, repair and project work. Maintain TJC and other certifications as required. Develop and implement comprehensive Management, Operation & Maintenance plans. The task orders to be awarded under this contract will be for the operations and maintenance of various IACH facilities including but not limited to administrative facilities, hospitals, clinics, veterinary clinics, and energy plants within the North American Industry Classification System (NAICS) code is 561210 (Facility Support Services), with a corresponding Small Business Size Standard of $35.5 million. The proposed contract will be for one base year with 3 one-year renewable options, resulting in the contract performance period of maximum 4 years. Interested sources should be advised that while a full solicitation is expected to release within the next 15 days to industry the Government reserves the right to extend this posting. No visits with industry will be permitted with any Fort Riley personnel in response to this anticipated Solicitation until the Site Visit is announced. It is anticipated that a site visit will be scheduled approximately 10 days after the posting of the full solicitation to industry.
