- Appendix A Cradle2Grave Project Area 2012 Request for Information This Request for Information (RFI) is for information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. This notice does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ) or Request for Proposal (RFP), nor does it restrict the Government as to the ultimate acquisition approach. This RFI is issued as Market Research, solely for information and planning purposes. This notice shall not be considered as an obligation on the part of the government to respond, or to acquire any products or services. Any response to this synopsis will be treated as information only. Not responding to this RFI does not preclude participation in any future solicitation, if issued. If a solicitation is issued, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. The US Forest Service, Colville National Forest is conducting market analysis with this RFI to refine the requirement and determine the most suitable approach for acquiring and fulfilling the following potential needs: The title of this project is C2G Stewardship. The Colville National Forest is considering Stewardship activities within the area shown on the attached map. The possible contract will be a Requirements stewardship contract utilizing the authority granted under Section 347 Omnibus Consolidated Appropriations Act of FY 1999, as Amended by Sec. 323 of P.L. 108-7, 2003. The intent of this contract is to manage a piece of Forest Service land from cradle to grave (C2G), i.e. from the planning stage through completion of all product removal and service work activities. Work may include, but is not limited to, NEPA, unit layout, cruising, marking, road and trail maintenance; work to improve soil productivity, habitat for wildlife or fisheries, or other resource values; setting prescribed fires; removing vegetation to promote healthy forest stands, reduce fire hazards, or achieve other land management objectives; restore and maintain wildlife and fish habitat; and control noxious and exotic weeds and reestablish native plant species. Work to be performed will depend upon product value and available funding. The Forest Service maintains all inherently governmental functions such as selecting the preferred alternative. Potential offerors are asked to respond to this RFI with the following information: 1. Describe your company's potential for completing a project of this size and complexity. 2. Describe how you will obtain a third party to perform NEPA and ensure there is no conflict of interest in performing services as a result of the NEPA decision. 3. Describe how you can financially perform NEPA without any payment from the Government. 4. Describe how you can financially afford to pay Government contract administration costs, if this is found to be allowable. Please do not respond with a cost or technical proposal. Detailed information is outlined in the attached draft documents. Note: This RFI is also listed as AG-05GG-S-12-0014 on the EWAG Wenatchee FBO Site. They are the same project.
