Description

Pre-Solicitation Notice Install Emergency Water Supply System Project: 437-12-104 Contractor to provide all resources including, but not limited to, materials, labor, parts, and equipment necessary to complete project 437-12-104 "Install Emergency Water Supply System", in accordance with the plans and specifications. The project is located at the Fargo, ND VA Health Care System. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in the statement of work (SOW), except as may otherwise be specified. Work shall include, but shall not be limited to: all required general construction, alterations, mechanical and electrical work, equipment, utility systems, necessary removal of existing structures, labor and certain other items as indicated on the drawings and specifications to complete Fargo VA Health Care System project 437-12-104 "Install Emergency Water Supply System" in accordance with the contract documents. This project shall involve installing a concrete pad and tie down system for a Fargo VA provided plastic tank. All plumbing, electrical, etc. shall be the responsibility of the contractor. A fill connection and pump system shall be installed. Separate piping with a pump system to remove water from the tank and pump it into the VA domestic water main loop shall also be provided along with all required controls and monitoring systems. Bollards shall be installed to protect the new water tank. Under no circumstances shall the exit pathways to or from the building be blocked since the exits are required for emergency egress. All work shall be in compliance with all applicable NFPA, NEC, Life Safety Code, UFAS, OSHA and other pertinent code requirements. The Contractor shall have 180 calendar days from the date of receipt of the notice to proceed to complete the project. Contractor shall develop and submit a detailed schedule for all phases of the project for approval by the Contracting Officer Representative (COR). Work should be phased so that it minimizes the impact to the VA. The estimated magnitude of the construction project is between $25,000 and $100,000. Electronic solicitation documents will be made available in electronic format only through the Federal Business Opportunities website at: http://www.fedbizopps.gov. It is recommended that contractors complete the solicitation mailing list on the website before downloading the solicitation. This procurement is 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). Prospective contractors must be registered and current in the VetBiz Registry website prior to submitting a bid: http://www.vip.vetbiz.gov. Prospective contractors must be registered and current in CCR and ORCA prior to award: http://www.ccr.gov and https://orca.bpn.gov. Bids will only be accepted from responsible and responsive contractors. The contractor must be a firm approved under NAICS code 236220 with a size standard of $33.5 million. Proof of bonding will be required at the submission of bids. The VA anticipates making the plans and specifications available for download from the FedBizOpps website at https://www.fbo.gov/ on or before 22 May, 2012. Amendments to this solicitation will be posted at the FedBizOpps website as well. Bidders are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time of bid closing.
