Description
Request for quotation for Technical Surveillance System The Bureau International Narcotics and Law Enforcement Affairs, Department of State, is issuing a combined synopsis/solicitation for capacity additions to an existing technical surveillance system owned and operated by the Secretaria de Seguridad Publica (SSP). The Government contemplates awarding a Single Award Firm-Fixed-Price contract for this equipment and software using commercial item procedures under FAR Part 12. Proposals must reference synopsis/solicitation # SINLEC12Q0006. If you intend to submit a proposal you must ensure that all requested materials are attached with your submission. Award will be made based on the best value to the Government. All questions must be submitted by May 7, 2012 no later than 11:00 AM Eastern Daylight Time. No questions will be answered after this date. All questions and answers will be provided to all prospective offeror(s) via a formal amendment to the solicitation. All awards will be based on the following criteria in order of importance for 1) Technical Approach / Understanding / Personnel, 2) Corporate Experience, 3) Past Performance and 4) Price. Technical merit (captured in the three (3) technical evaluation factors enumerated above, taken together) is significantly more important than cost/price. Send the proposal via e-mail to henriksenc@state.gov no later than May 21, 2012 no later than 11:00 AM Eastern Daylight Time. This combined synopsis/solicitation has incorporated provisions and clauses that are in effect through Federal Acquisition Circular 2005-56 last updated 04/02/2012.
