- The Naval Surface Warfare Center, Indian Head Division, Picatinny Detachment has a requirement for the procurement of a new 10,000 lb. capacity Incline Impact Test Machine and manuals to be installed at Picatinny Arsenal, NJ. The intended use for the machine is to simulate impacts on various types of packages (ordnance and non-ordnance) during transfer-at-sea operations, sudden stops during transportation shipments, and rail car humping operations. The Statement of Work will be provided with the RFP. This will be a Firm Fixed Price Contract issued by NAVSEA Indian Head. Thus, the expected contract vehicle referenced under this synopsis shall be a Firm-Fixed Price (FFP) contract. This requirement will be a 100% SMALL BUSINESS SETASIDE. The NAICS code is 334519. The Size Standard is 500 employees. The FSC code is 3990. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be the most advantageous BEST VALUE to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: (a) technical capability of the items and services offered to meet the minimum needs of the Government based on examination of either product literature or technical approach narrative, or both; (b) Past Performance (see FAR 52.212-1(b)(10)); and (c) Price. Technical Capability and Past Performance, when combined, are of greater importance than Price. General statements, that the offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or that paraphrases the RFQs specifications in whole or in part, will not constitute compliance with the mandatory requirements concerning the content of the technical proposal. The solicitation will be available for downloading from our website beginning approximately 11 May 2012. The solicitation number will be N0017412R0015. Copies of solicitation N0017412R0015 will NOT be emailed, faxed, mailed or provided in person. These types of request WILL NOT BE ACKNOWLEDGED.
