- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The USPFO for Colorado requires Architect-Engineer (A&E) Services and intends to award a firm fixed price contract to acquire the following services: those requirements to prepare elements of a Master Plan for the Colorado Army National Guard (COARNG) New Readiness Center in Fort Carson, CO. It is the COARNG's intent that in order to maximize the schedule that the following services are to be provided concurrently by the A-E: Analysis of Current Conditions, Development of Site Master Plan, to include the Active Component (AC) portion of the proposed site, and Project Planning Design Charrette (PPDC). These services apply to a new Readiness Center and all ancillary facilities located on federal land under control of Fort Carson. The Master Plan of the approximate 49 plus acre AC project and the COARNG Readiness Center site will be developed based upon their respective DD Form 1390/91 documents. The Project Planning Design Charrette (PPDC) will include an approximate 54,500 square foot primary facility that will contain an assembly hall, classroom, library, learning center, simulation center, kitchen, family support center, recruiting office, storage, arms vault, physical fitness area, controlled waste, break room, and restrooms. The facility is intended to support a Space Battalion and two Space Companies. Supporting facilities will include unheated storage, a maintenance training bay, turn-in sheds, military vehicle parking, access roads, POV parking, loading ramp, a vehicle wash rack and flammable materials storage. Anti-terrorism and force protection measures will be incorporated into the design including but not limited to stand-off distances, bollards, perimeter security fencing, and gates. DD forms 1390/91 dated 09 Dec 11 now list the Fort Carson Readiness Center total project cost estimated currently at $16.565 million. It is intended that this project will meet LEED Silver Certified standards as a minimum. The Architect-Engineer's SF 330 must be submitted to the Contracting Officer not later than 10 AM (MDT) 30 May 2012. The selection process for this project will be aggressive. Shortlisted firms must be prepared for oral presentations and to respond to selection board questions on 6 June 2012. Oral presentations will be limited to 20 minutes and presentations should address each of the selection criteria above. The selected design firm will be notified prior to 5 PM (MDT) 7 June 2012. The selected design team will be required to participate in a kick-off meeting at Fort Carson approximately two weeks after selection and be prepared to present at the Project Planning Design Charrette at Fort Carson scheduled for 22 August 2012. Interested A/E Firms shall be evaluated on the following evaluation factors and selection criteria, included in descending order of importance; (1) Previous satisfactory performance (quality, time, and budget); (2) Specialized experience with administrative, education, and warehouse facilities and experience in energy efficiencies and recovered materials; (3) Availability of key personnel; (4) Location of office that would provide the predominant percentage of design services and work history in the Colorado Springs area (5) Capacity to meet schedule; (6) Experience with National Guard Readiness Centers; (7) volume of work awarded by DoD during the previous 12 months. Failure of a firm to address its specified qualifications will result in the determination that the submittal will be considered non-responsive. This acquisition is unrestricted. The North American Industry Classification System (NAICS) code for this action is 541330. Cover letters and extraneous materials ARE NOT desired and WILL NOT be considered by the selection boards. Personal visits by A/E firms, for the purpose of discussing this announcement or the Submittal is not allowed. Prior to the contract award, the chosen firm must be registered in the Central Contractor Registration (CCR) and submit Online Representations and Certifications Application (ORCA), per FAC 2001-26 and the Federal Register. This is NOT a Request for Proposal.
