- STATEMENT OR WORK SOURCES SOUGHT FOR EMERGENCY RESPONSE The Lackland AFB Contracting Squadron, 802 CONS/LGCA, is contemplating the acquisition of Emergency Response services which includes hazardous/material/hazardous waste/hazardous substance spill response for all Joint Base San Antonio assets to include Lackland AFB, Randolph AFB, Fort Sam Houston, Camp Bullis, Canyon Lake, and Seguin Auxiliary Field at the installation and/or location of the incidents. The requirement is for Emergency Response which shall include, but not be limited to, remediation (on soil and /or water), transportation, and disposal while providing additional assets as required for all Joint Base San Antonio. The North American Standard Industry Classification System (NAICS) code anticipated for this acquisition is 562910 the small business size standard is $14,000,000.00, and the Federal Supply Class Code F108 Hazardous substance Removal/Cleanup/Disposal Services. The government is also contemplating setting aside the requirement for 100% small business participation. The purpose of this sources sought notice is to query the market for potential interested, capable, responsible, and qualified commercial small business offerors that may perform the stated requirement. The government is interested in collecting market data/information in accordance with Federal Acquisition Regulation (FAR) Part 10, from potential sources that have the capability to meet the 24 hour, 365 days a year, emergency response coverage and be a U.S. Coast Guard certified Oil Spill Removal Organization (ORSO) qualified in river/canal and inland operating environments for both facilities and vessels. Interested and/or potential small business offerors are requested and encouraged to submit responses based on the attached Statement of Work. Interested sources should submit their responses not later than 3:00 p.m. central standard time (CST) on 2 May 2012. THIS IS NOT A SOLICITATION FOR PROPOSALS OR QUOTES; therefore, in accordance with FAR 15.201(c) any responses to this inquiry will not constitute nor will be considered as contractor offers, and no contract will be awarded as a result of this inquiry. This information will be used by the 802 CONS/LGCA for market research purposes, only, and the submitted information will not be returned. Submitted information will be protected in accordance with DoDD 5400.11, Department of Defense Privacy Program, and DoD 5400.11-R, Department of Defense Privacy Program, and no feedback will be provided regarding submissions or the total number of submissions received. Responders are solely responsible for all expenses associated with responding to this request for information, as the government is not liable for any costs incurred by interested parties in responding to this request.
