- Please refer to the attached Brand Name Justification Please refer to the attached Bill of Materials DESCRIPTION: COMBINED SYNOPSIS/SOLICITATION ***This solicitation was previously pasted as FA8604-12-M-7519 on 17 APR 2012*** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions. The solicitation document, FA8604-12-F-7495, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-56. The associated NAICS code is 511210, small business size standard is: $25,000,000.00 This requirement is for the following brand name software products: CLIN Item Description QTY-or-Unit of Measure 0001 ABAQUS Software 1 LOT * SEE ATTACHED BILL OF MATERIALS GSA pricing is required Delivery is 30 days After Receipt of Order (ARO) Ship to: AFRL/RXOC 2977 Hobson Way, Building 652, Room 153 WPAFB, OH 45433-7746 FOB Destination. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items, applies; the only evaluation factor being price. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and is incorporated by reference. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. DPAS rating is DO-A7. Award will be made to the lowest price, technically acceptable, responsive, responsible offeror. Anticipated Award Date is: 30 APR 2012 Howard Marks has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. The Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or source selection process and does not diminish the authority of the contracting officer.
