Description
This is a Notice of Intent to award Sole Source to SimplexGrinnell LP, 404 George Bishop Parkway, Myrtle Beach, SC 29579-7338. This is for a service under NACIS Code 561621 and FSC 6350. Solicitation M6700112Q0127. The Marine Corps Installations East Contracting Office, Camp Lejeune, NC 28547 intends to award a sole source contract to SimplexGrinnell LP for annual inspection and preventive maintenance for Simplex fire alarm systems & bell and clock systems at Lejeune High, Brewster Middle, Heroes Elementary and Tarawa Terrace Elementary Schools, located at Camp Lejeune, NC. Award will be for the base year and two (2) option periods. This notice is for information purposes only and is not a request for quotation. The existing Simplex systems are microprocessor-based using a Life-Safety software program which was specifically designed by Simplex Grinnell for its 4120/4100U Fire Alarm, & 5120 Master Clock Multiplex Systems. No education material is commercially available from which a non-SimplexGrinnell technician can qualify to field edit the programs or operate the equipment, as required, to test or service the Central Processing Unit and its Remote transponders. The program can only be field edited by factory trained authorized personnel. These systems are composed mainly of specially designed printed circuit boards that are manufactured by SimplexGrinnell and are not commercially available from an electronic supply house. No other fire alarm service organization maintains an inventory of SimplexGrinnell 4120/4100U & 5120 printed circuit boards. The Simplex 4120/4100U Fire alarm System is a computerized, network based fire alarm system and SimplexGrinnell LP are the proprietary holders of the system computer codes, etc. The alarm system is proprietary and only the factory service centers have the computer passwords and access to the proprietary software programming. This Notice of Intent is not a request for competitive quotes. However, the government will consider all vendor capabilities received within 2 days after date of publication of this notice of intent. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1. The anticipated award date is 30 April 2012.
