Description
This is a combined Synopsis/Solicitation/Request for Quote for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued for the solicitation number NIAID-RFQ-12037. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-58 dated April 18, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a total small business set-aside. The associated North American Industry Classification System (NAICS) Code is 333999, which has a business size standard of 1000 employees. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure 297 cases of polypropylene disposable pipette tips as a standing order to be delivered on the first workday of each month for a Beckman Coulter Liquid Handling System that is located in the lab. This will be for the period of six (6) months from date of award for a total of six (6) deliveries with a quantity of 49.5 cases per delivery. The following item being acquired under this acquisition: Item / Description / Quantity: 1) Biomek Tips, A22288, P30XL, AP384, Pre-Sterilized (case of 10 racks), qty - 297 cases (no substitutions allowed). Tips must be: 1) must be exclusively designed for advanced Beckman Coulter liquid handling system to meet pipetting specifications, 3) must be manufactured from virgin polypropylene and free of oil, 4) bubble specifications: No bubbles are allowed in the sealing area at the top of the tip or in the lowest 0.5' of the tip. On the rest of the tip, there may be only two bubbles total, neither of which may exceed 0.030' in diameter, 5) must be tested to guarantee the insertion force for tip pickup is optimal for use with Beckman Coulter liquid handling systems, and 6) must be tested for leakage to ensure they do not drop liquid while being carried on the pipettor. The following factors shall be used to evaluate offers: 1) capability to meet salient characteristics, 2) price and 3) delivery. The place of delivery is Gaithersburg, Maryland, 20878. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are 'Destination' and Net 30. In order to be considered for an award, an Offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/. By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an Offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency. Offers must be submitted no later than 5:00 P.M. Eastern Daylight Savings Time on May 10, 2012.
