Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to solicit and negotiate, on a sole source basis, a contract with the Bell Boeing Joint Project Office (BB JPO) located in Amarillo, TX under authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The United States Marine Corps (USMC) and Air Force (USAF) have identified a requirement to upgrade the existing V-22 flight training devices to maintain concurrency with the operational V-22 aircraft configuration, identified as Block C2.01 and 20.2.01 respectively. In addition to the hardware and software upgrades required for this concurrency, initial provisioned items (spares), and associated technical data required for operational and maintenance support will also be procured for each flight training device. BB JPO, the Original Equipment Manufacturer (OEM) of the of the MV-22 and CV-22 aircraft platform and all MV-22 and CV-22 flight training devices procured to date, is the only responsible source capable of upgrading the current flight training devices to the aircraft configurations, Block C2.01 and 20.2.01 respectively. Under contract with NAVAIRSYSCOM, BB JPO continues to further develop, manufacture, and deliver operational V-22 aircraft to the USMC and USAF, as well as upgrade existing operational V-22 aircraft. The flight training device upgrades must be performed in parallel with operational aircraft development and upgrades using aircraft engineering data, not previously released to the Government, in order to be able to provide flight training capabilities concurrent with operational aircraft performance characteristics. To meet AFSOC Systems Training Plan and Marine Corps Aviation Plan objectives this concurrent training capability is required to exist when the upgraded aircraft configurations are delivered. Concurrent training prior to delivery of the new aircraft configurations is essential for fleet readiness to support operations overseas and reduce aircraft operating costs associated with using the aircraft for training. As such, it is not possible for any other source to upgrade the existing training devices to the new configurations. This synopsis is not a request for competitive proposals. Interested sources desiring to contest this synopsis may do so by asserting its supportable rationale via email to Erin Barton, erin.barton@navy.mil in an electronic format that is compatible with Word 2003, no later than 15 May 2012 at 1300 EST. All information shall be furnished at no cost or obligation to the Government. No solicitation document is available. If no written contest to this synopsis is received, a Justification and Approval (J&A) in accordance with FAR Part 6.303 based on the rationale provided above will be initiated. If conducted as a sole source procurement with BB JPO, no further synopsis will be provided.
