Description
DESCRIPTION OF SERVICES This contract is solicited for Air National Guard (ANG), Air Surgeon, Medical Readiness Division (NGB/SGX. The purpose of this Performance Work Statement (PWS) is to provide NGB/SGX with an assessment of technical chemical, biological, radiological, and nuclear (CBRN) operational-level capabilities during complex installation emergencies such as an installation attack or a Federal Emergency Management Agency (FEMA) Type II or III incident Training and exercises will be provided to meet Air National Guard (ANG) established and emerging requirements for First/Emergency Responders at the Combat Readiness Training Center (CRTC), Volk Field, WI in August 20-24, 2012. Contractor will validate installation response capabilities to meet the mission and assess the ability of responders to meet ANG and carrier field proficiency standards. Training is not intended to duplicate existing training required by AF/ANG directives; it is intended to focus on activities that enhance the integration of functional activities within existing organizational structures, other ANG organizations and with local, state, host-nation and federal responders in a FEMA Type II or III incident during an installation attack. Program elements must comply with AFI 10-2501, Air Force Emergency Management (EM) Program Planning and Operations, AFTTP 3-42.32 Home Station Medical Response to Chemical, Biological, Radiological, Nuclear, or High-Yield Explosive (CBRNE) Events and AFI 41-106, Unit Level Management of Medical Readiness Programs Overall program design and delivery must be consistent with the National Response Framework (NRF), National Incident Management System (NIMS), Air Force Incident Management System (AFIMS), Homeland Security Presidential Directive-5 (HSPD-5), Management of Domestic Incidents, and Department of Defense Instruction (DoDI) 6055.17, normal'>Installation Emergency Management. SUMMARY OF REQUIREMENT: The services of an engineer, with technical support and application knowledge relevant to the Bioenvironmental Engineering (BE) mission, are required to develop, coordinate, facilitate, and conduct an assessment of ANG capabilities and gaps, and to provide risk assessment concepts and equipment-specific training at a workshop. Using a 4-day hands-on training and scenario-based field exercise course on equipment and techniques used to identify and evaluate risks associated with CBRN agents in domestic operations environments this workshop will serve as an evaluation of ANG-unique health risk assessment requirements to validate new concepts of operations (CONOPS) and to provide training for approximately 50 guardsmen working in the Bioenvironmental Engineering specialty. This task will focus specifically on operational application/use of a standardized homeland defense equipment package. Develop and provide a 32-hour (four work days) operational-level training course targeted at Air National Guard Bioenvironmental Engineers and Bioenvironmental Engineering Technicians (known as 'BEEs. Place of Performance: Volk Field CRTC, WI, and contractor's facility. Period of Performance: The period of performance shall be for six months from 1 May 2012 through 1 December 2012. Work Days: 20-24 August 2012. 5 on-site training days for the analysis group, plus 1 day setup, one-day hot wash following the event, and one day of travel each direction will be required. Including research, preparation, planning, and post-course activities, a total of approximately 136 person-days of effort will be required. After identification of Contractors who have the capability of performing this service, a Request for Proposal will be distributed with a complete Statement of Work (SOW). The dates of performance will change to start, after contract award, to six months afterwards. For the purpose of this Sources Sought posting, only a capability submission is required.
