Description
Justification for other than full & open competition DESCRIPTION: The U.S. Coast Guard intends to procure the services of a contractor to provide NOFFS Instructor Training as per attached Justification. This proposed procurement is for a service for which the government intends to solicit and negotiate on a sole source basis to ATHLETES PERFORMANCE, INC. In order to comply with the requirements in this Solicitation NOTE22# HSCGG812-Q-PMD163, the responses should be based on our interpretation of the general requirements provided below. DELIVERABLES: Contractor will develop a detailed course manual and outline (or resource) of how to conduct NOFFS training. A large capacity compact disc (DVD), color pictures placed in the manual, and/or posters, should be incorporated in the course to enhance learning. The Contractor shall disseminate contact information to students and be available to answer questions should they need further clarification for one (1) week after each training event. INSPECTION AND ACCEPTANCE: A draft course manual, outlines, training event schedules, and all audio-visual media (DVDs) used in the performance of the training shall be forwarded to the CNIC N921 POC. The CNIC POC and the Contractor must agree on all aspects of the curriculum prior to the beginning of the training event. Final draft of the aforementioned deliverables shall be forwarded to the CNIC N921 POC GOVERNMENT FURNISHED RESOURCES: The Government shall furnish all training facilities and whenever possible, audio-visual equipment used to perform the training. The Contractor is allowed to use his/her audio-visual equipment if it is compatible to Navy Marine Corps Intranet (NMCI) software. The Government will appoint a POC for each site and develop registration procedures accordingly prior to the beginning of the training. The Government POC will be responsible for forwarding logistical information to attendees no later than three (3) weeks prior to the beginning of each training event. TRAVEL REQUIREMENTS: Contractor will be reimbursed for travel to include transportation, car rental, lodging and incidentals for actual costs incurred and be reimbursed in accordance with Department of Defense Joint Travel Regulations (JTR) upon presentation of an invoice and receipts which must be received within 5 business days of completion of travel. The Contractor will be responsible for acquiring passports necessary to conduct training at overseas locations. The Government will forward base entry, security clearance procedures, and logistical information to Contractors no later than one (1) month prior to each training event. SITE VISIT: The CNIC POC will coordinate site visits. If errors in training occur, all suggestions for improvement offered by the Government Inspector, if necessary, shall be incorporated in the following training event. If a grievous error occurs, the Contractor will forward corrected materials to all past attendees. 1. 100-120 people attend a NOFFS training event with a minimum of 20 in each class. 2. Each attendee will receive course materials with detailed instructions of how to conduct NOFFS training at their site All training materials must align with current Navy policies. In particular the vendor shall be required to adhere to following policy: Navy Fitness Program Standards (Rev 2006) and BUPERS 1710.11C The Contractor shall develop an appropriate curriculum and instructor evaluation instrument which shall be agreed upon by the Contractor and CNIC N921 before contract award. Certificates of course completion shall be issued upon successful completion of the course. Contractor shall design the training to include a plan to measure knowledge gained - either by using pre and post tests or a test out procedure to measure competency. The Contractor shall notify the CNIC N921 POC if a student fails to pass the course Note 22. The proposed contract action is for a continuation of previous services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotes. However, all quotes received within the time and date of publication of this "Special Note 22" will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
