Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation No. A12PS00941 herein cited will be procured under FAR Part 12, Acquisition of Commercial Items. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The solicitation is unrestricted and is solicited on an open market basis.Contractor shall provide Structural Firefighter Training for Bureau of Indian Affairs (BIA), Southwest Region and Navajo Region to be held on June 4 through June 8, 2012. Mandated by National Fire Fighter Association (NFPA) 1500 Standard for Fire department Occupation Safety and Health Program requires continuous training an education for all fire fighters and Occupational Safety and Health Act (OSHA) to assure safety and healthful working conditions for working men and women. Statement of WorkBureau of Indians AffairsStructural Fire Protection Program (SFPP)Structural Firefighter Training2012The Bureau of Indian Affairs (BIA) is requesting services of a Fire Service Training Entity to provide Structural Firefighter Training. This training will be for approximate 80-90 Bureau of Indian Affairs Employees and selected Tribal Fire Departments, the week of June 4, 2012. Four-32 hour fire service courses are requested; Introduction, Advanced, Vehicle Extraction, Pump Operations and Hydraulics and Liquefied Petroleum Gas & Flammable Liquids.HistoryThe Bureau of Indian Affairs manages 6,953 buildings located at 350 sites in 26 states. The majority of these facilities are comprised of educational and detention facilities of which are made up of 186 schools 65 dormitories and two colleges. Assistant Secretary-Indian Affairs established this SFPP to carry out objectives to ensure occupants of Bureau facilities have fire protection and rescue response. The SFPP has identified educational facilities as being the most crucial area needing fire protection response with sleeping area (dormitories/detention) facilities being paramountThe majority of these facilities are located in rural areas where the only emergency response is the BIA or Tribal fire department. In an emergency additional help via mutual aid may take 3060 minutes for another entity to arrive on scene. Bureau fire departments provide structural fire response to grades Kindergarten thru grades 12. This is done primarily by Bureau employees as collateral duty and referred to as call back or sometimes volunteer firefighters. The normal duties of identified fire personnel include; facility worker, school bus driver, cook or other related facilities position.General Requirements The fire service entity will be referred to as "contractor" and shall be in the field of fire service training. The contractor shall have knowledgeable staff certified in firefighter training and other subject matter listed where applicable. The contractor shall have a training facility to provide this training including props, equipment and classrooms.The contractor shall be familiar with fire & rescue scenarios pertaining to the location of Bureau of Indian Affairs educational facilities.NFPA 1500 Standard on Fire Department Occupational Safety & Health Program; NFPA 1001 Standard for Fire Fighter Professional Qualifications; NFPA 1041 Standard for Fire Service Instructor Professional Qualifications; NFPA 1403 Standard for Live Fire Evolutions and NFPA 1901 Standard for Automotive Fire Apparatus and NFPA 1971; Protective Ensemble for Structure Fire Fighting; these codes and standards shall be the fundamental criteria used/referenced for structural firefighter training. The contractor shall be in reasonable proximity of motels or hotels where government rates are normally available. Eating establishments should also be readily available with fast food restaurant locations being paramount.The BIA estimates approximately 80-90 firefighters will attend with various levels of experience in structural firefighting. Some of these firefighters will have wildland firefighting experience and certification. Class size should be determined based on manageable amount of participants and safety guidelines per class. If agreed upon by both parties the amount of classes may be decreased or increased to accommodate the amount of participants with no additional charges to either party.Course Subjects The course subjects listed are general headings for structural firefighting training and gas emergencies. The content of the subject matter is to provide an understanding of the type of fire service material being requested. Participants shall be provided classroom lectures followed by drills or exercise to support classroom theory as applicable. Prior to any live fire scenarios the contractor's training staff shall inspect fire clothing to ensure the clothing meets NFPA standard(s) for the safety of participantsThe contractor shall provide a syllabus or outline of each subject to the BIA Structural Fire Protection Program Manager for approval prior to the start of training. Each course listed is for one class.Introduction (Basic) to Firefighting12- 25 ParticipantsIntro or Basic firefighter training targets participants that are newly appointed structural firefighters that have little or no structural fire training. Subject matter should include fire behavior and personnel protective equipment; (turnout gear and self contained breathing apparatus) Other subject matter; fire ground safety, fire hose, appliances, fire equipment, fire extinguishers, ventilation, forcible entry, and ground ladders. Drill should include use of hose lines, search and rescue techniques, fire truck equipment, ground ladders and hose loads. This course shall have a fire behavior scenario with burn room or fire simulator.Advanced Structural Firefighting20-25 ParticipantsThis training is for firefighters who have completed basic firefighter training. The advanced class will include a series of live structure burns, search and rescue techniques with tactical considerations including fire extinguishment of structural fires. As a safety precaution use of personal protective equipment and fire behavior will be reviewed. Fire ground communications, incident management system is also suitable for Advanced Structural Firefighter trainingLiquefied Petroleum Gas (LPG) & Flammable Liquids Emergencies 20-25 Participants Training is targeted for firefighters who have completed basic firefighter training Liquid Petroleum Gas training will include; LPG properties, control, extinguishment and gas emergencies. LPG prop(s) are required for live training fire scenarios. As a safety precaution use of personal protective equipment and fire behavior will be reviewed.Fire ground communications, incident management system will enhance LPG Training Flammable liquids fire training shall include the same format as LPG Emergencies. Vehicle Extrication - Use with Hand Tools8-15 participantsThis training will enable firefighters to gain safe entry into wrecked or damaged vehicles when normal entry cannot be accomplished. Training shall focus on the use of hand tools normally found in tool boxes or carried on a fire truck. This training will not teach patient care (EMS) but will ensure the positive side of gaining access to safely remove a victim(s) from a damaged vehicle. The contractor shall provide all hand tools and vehicles used for the extrication course. Pneumatic tools may be demonstrated but are not considered as part of the teaching requirement.Personal Protective Clothing -Bunker Gear All participants are responsible in providing their own protective clothing which includes; helmet, hood, coat, pants, suspenders, boots and gloves. The contractor's fire trainers shall inspect turnout gear to ensure compliance prior to any live fire scenario.Self Contained Breathing Apparatus Supplied by ContractorThe contractor shall provide self contained breathing apparatus (SCBA) for use by the participants, when required by training or drill activity. This shall include Introduction, Advanced and LPG courses. The contractor shall have means to immediately recharge empty air SCBA cylinders or have 2 extra air cylinders per SCBA available.Drinking Water or Replacement Fluids Supplied by Contractor The contractor shall provide and have readily available drinking water or an electrolyte fluid replacement. This liquid(s) shall be available on the drill grounds for continuous large intakes by participants. Fire trainers shall promote the intake of fluids to help prevent dehydration.Classrooms and Support StaffClassroom lectures and instructions shall be provided in a suitable environment for the comfort of student learning. The contractor shall maintain training records of all participants who attend and participated in any of the courses listed. Records shall include; participant name, course name, date, location, instructor(s), course syllabus or outline, and narrative of training. Where a social security number is requested by the contractor, the participant may provide their last four digits of their SS number. A copy of all information mentioned shall be provided to SFPP Manager within 30 days of training completion. Any test or qui7 administered by the fire trainer shall also be provided to the SFPP Manager. The narrative shall include any incidents where corrective or disciplinary action was taken, problems with fire equipment or personal protective equipment etc.Certificate of Completion/AttendanceEach participant that completes their 32 hours of training shall be given a certificate of Attendance. The certificate shall have the contractor's logo, course, date and signature of instructor and Administrative Official.Safety PlanThe contractor shall have a written safety plan in place prior to the start of training and approved by the BIA SFPP Manager. The plan shall identify capabilities of the training facility such as treatment room in the event of an accident or illness. The plan shall identify staff or positions that are trained to provide emergency care. The plan shall include procedures taken when transport is needed for additional medical treatment. The plan shall also identify medical treatment center location(s) and transport time to that emergency medical center.Training Criteria Training criteria shall mirror National Fire Protection Association Standards. Instructional material used can be from nationally recognized organizations or designed in house if accepted and approved within their jurisdiction. Upon request the contractor shall provide the Structural Fire Protection Program Manager a copy of all training material that will be used or referenced prior to the start of training for approval.Training & Contact Hours Each subject identified shall be a four day 32 hour block. Start date will be on Monday (start time will be negotiated). Any participant who is tardy or absent and charged with an unexcused absence the lead instructor or coordinator shall make determination if the participant should be dropped from class do to the lack of contact hours.Scenarios Involving Water Supply OperationThe contractor shall provide an adequate water supply when needed for all field scenarios, if a fire truck pump is used an operator/driver will be identified. The pump operator will be in the immediate vicinity of the pump panel during all fire scenarios and drills. The fire pump used shall be mechanically sound and in operating order annual service test shall have been conducted within the past 12 months of the training date.Printed Lecture InformationThe contractor should provide handouts pertaining to each subject matter if applicable. Any lectures where handouts are not included, the source of information shall be referenced for future procurement by the location or Bureau.Additional EquipmentThe contractor may furnish additional equipment not listed if available at no charge to the federal government.Participants Conduct Each participant shall be provided the training facilities policy or rules and regulation pertaining to conduct. Any instructor shall have the authority to stop or remove any person from their drill or exercise for repeated negligence or misconduct that may create a serious accident, emergency or hazard. The lead instructor or coordinator shall have the authority to dismiss any participant for negative behavior or disruption to other participants.Items not Mentioned The SFPP Manager shall have the authority to request additional training items that may have been overlooked in this SOW pertaining to subject matter. The request shall not increase the allotted course hours or cause for additional instructors. The request shall be agreed upon between the contractor and SFPP Manager. Where changes would require additional cost the BIA'S contracting officer shall be contacted to modify or deny any contract changes. Requested Training Date for All Courses Start June 4, 2012 end June 08, 2012Introduction (Basic) Firefighting -One Course 1.Advanced Structural Firefighting -One Course2.Liquefied Petroleum Gas & Flammable Liquids - One Course3.Pump Operations and Hydraulics - One Course4.Vehicle Extraction - One Course32 hours of training based on classroom and drill field exercises. Classes shall start Monday and end Thursday or Friday.Class times are 8:00AM- 5:00PM daily. The fire trainer may adjust daily training times to meet objectives.The technical advisor for the Bureau of Indian Affairs will be Structural Fire Protection Program Manager.
