- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Modification 0003 is being issued to extend the solicitation closing date From: 25 April 2012 12:00PM To: 4 May 2012 1:00PM. The Naval Surface Warfare Center, Dahlgren Division, intends to procure on a sole source basis BFTT Systems and associated hardware to be assembled, configured, aligned, integrated and tested from Kontron America Incorporated, 14118 Stowe Dr., Poway, CA 92064-7147. The basis for the sole source is that Kontron, via an acquisition of AP Labs, has a patented and proprietary military equipment rack currently utilized in the BFTT system deployed to the fleet. Kontron incorporates proprietary board designs and ruggedized chassis featuring custom wiring configurations and a thermal management system. Only Kontron owns the proprietary design drawings, manufacturing processes and integration/test procedures necessary to produce the required items. The hardware requirements are as follows: The NAICS code is 334111 with a size standard of 1,000 employees. The government reserves the right to award on an all or none basis or to make partial awards to fulfill the needs of the government. A firm fixed price contract is anticipated. Delivery shall be to The Combat Direction Systems Activity (CDSA) Dam Neck, Virginia Beach, VA. Inspection and acceptance will be at Origin for subcomponents and Destination for respective final component assembly by CDSA personnel. This requirement shall be awarded in accordance with FAR Part 12 Acquisition of Commercial Items. The solicitation number is N00178-12-R-1007. All interested parties shall contact the Contract Specialist at (540) 653-8393 or michael.quann@navy.mil. The solicitation was issued 16 April 2012. In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR). DoD will no longer award contracts to contractors not registered in the CCR database.
