- This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Test and Evaluation Command intends to award a sole source contract under the authority of FAR 6.302-1 (a)(2)(ii) to Dy 4 Systems Inc., Leesburg, Va for the following items: (1) 6 each Sentric 200 System, desktop enclosure, 2 disk carriers installed, supports 4 x RGB, 4 x audio, Part number SYS-C318-0-0032; (2) 6 each Sentric Disk Drive Assembly (300 GB), Part number ACC-C318-0-0602; (3) 1 each Sentric PC Replay System, comprising of 1 each High performance desktop PC, installed Sentric PC replay software and design and SCSI drive carrier to receive Sentric disk part #SYS-C318-0-0099. Windows 2000 and XP compatible, includes executable program and full source code. The required delivery date to USAOTC Fires Test Dir Missile Test Div, Building 1660 JEB Stuart Rd, Fort Bliss Texas 79916-6817 is on 4 June 2012. The Sentric 200 is a standalone RGB capture device capable of capturing four high resolution video channels. The system will be procured to support SLAMRAM video capture requirements. The NAICS code is 334111 with size standard of 1000. The proposed contract action is for end items for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-2. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received within 5 days after date of publication of this synopsis will be considered by the Government. All responsible sources may submit a capability statement which shall be considered by the agency before the intended award date on 8 May 2012, 1000 hrs CDT. Capability Statements shall not exceed 10 typewritten pages and no reimbursement will be provided for the submission of Capability Statements. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. All respondents must be registered in the Central Contractor Registration (CCR), and have a valid DUNS number, Cage Code, and Tax Identification Number. All responses must be written and sent via electronic mail to Johanna.goodman.civ@mail.mil and carbon copy tina.a.guillot.civ@mail.mil.
