Description

This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE CONTRACTOR UNDER N00164-11-C-JN96. The Naval Surface Warfare Center (NSWC), Crane Division intends to procure a quantity of 30mm GAU-23 Automatic weapons, associated spare parts and tools/equipment in support of various AC-130 platforms. The Government anticipates modifying a firm-fixed-price, definite quantity contract which was awarded on an other than full and open competition basis to Alliant Techsystems, Inc., Integrated Weapons Systems (Cage: 1YQE8), 3309 North Reseda Circle, Mesa AZ 85215-9103, under the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government anticipates procuring one (1) GAU-23 weapon system and varying quantities of associated spare parts and tools/equipment. Delivery requirements shall be F.O.B. destination, inspection and acceptance shall occur at the destination. NSWC, Crane Division does not currently own or have in its possession, an approved technical data package for the required supply items. Therefore, specifications, plans, or drawings relating to the procurement described herein are not available and cannot be furnished by the Government; please do not submit requests. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government to not compete the anticipated contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. To be eligible for award, contractors must be properly registered in the government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.bpn.gov/ccr/contractors.aspx. In accordance with FAR 4.1201, prospective contractors shall also complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov in conjunction with required registration in the CCR database. The solicitation and all changes to the requirement that occur prior to the closing date will be provided directly to Alliant Techsystems, Inc. and those offerors that submitted a capability statement, proposal, or quotation.
