Description
Sources sought for construction management and systems commissioning services at United States Merchant Marine Academy, Kings Point, N.Y. (USMMA) This is not a notice of Request for Proposal but solely to determine the appropriate level of competition and does not constitute a solicitation and no contract will be awarded from this notice. The USMMA is conducting market research to determine if any small business concerns have the relevant qualifications, experience, personnel, and capability to perform the work described herein. This notice does not restrict the USMMA as to the ultimate acquisition approach. Respondents will not be reimbursed for any costs incurred in preparing responses. The applicable NAICS code is 541330, Engineering Services. The size standard is $14.0 million. Potential offerors will be required to demonstrate their ability to perform work locally at the USMMA and being able to perform the necessary management oversight. All interested parties must be registered in Central Contractor Registration (CCR), and complete the online representation and certification. Failure to respond to this notice will not exclude any interested party from future consideration for proposals which may be announced or solicited by USMMA. PROJECT INFORMATION: USMMA will select an Architect-Engineer (A/E) firm to provide Systems Commissioning Services (SCA) and construction management services in connection with the renovations to the Delano Hall Galley and Rogers Hall barracks on its campus. Renovations to the buildings will include the electrical, fire protection, mechanical and plumbing systems, air conditioning, building controls, ceilings, furnishings, equipment, telecommunications and architectural finishes. SCA shall include but not be limited to the development of functional test procedures, review of contractor's operation and maintenance manuals and development of a preventative maintenance program. Duties of the construction manager include but are not limited to supervision and inspection, review of payment requests from the general contractor, conduct regular project meetings, maintain all project files, review submittals of the general contractor, preparation of progress reports and monitoring of the construction budget. TENTATIVE SELECTION CRITERIA: •1. Professional qualifications necessary for performance of required services; •2. Specialized experience and technical competence of the A/E firm with similar type projects; •3. Past performance on contracts with government agencies; •4. Location of the A/E firm; •5. Qualifications of key personnel. SUBMISSIONS: A/E firms responding to this announcement shall submit two (2) hard copies of Standard Form (SF) 330, Architect-Engineer Qualifications to the address below. The form may be downloaded from www.gsa.gov/forms. Completed SF 330s shall include the primary firms, subcontractor firms and any consultants expected to be used on the project. RESPONSES: Responses must be submitted by U.S. Mail, commercial express mail or hand delivery the address below and must be received no later than 3 p.m. local time, May 3, 2012.
