Description
This is a SOURCES SOUGHT NOTICE for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing an X-ray energy dispersive spectrometer (XEDS) system and have the capability to install and calibrate the XEDS system. The XEDS system must be compatible with Nordlys II electron back-scattered diffraction (EBSD) system. The XEDS also must meet the following specifications order to be considered for future procurements: 1. The XEDS system shall have a silicon drift detector (SDD) and not require cooling by liquid nitrogen. 2. The SDD shall have an active area of 80 square millimeters or larger, collection angles of greater than 0.1 steradians, energy resolution of better than 135 eV (full width half-maximum of a Manganese K-alpha x-ray signal), and an atmosphere thin window capable of detecting Beryllium. 3. The XEDS system shall be capable of processing output count rates greater than 50,000 counts per second. 4. The XEDS/EBSD system shall include all detector electronics, analyzers, software and computer workstation capable of controlling the SEM system, including stage control. 5. The XEDS/EBSD system software shall include procedures for automatic qualitative analysis (elemental identification). Software shall be provided for quantitative electron microprobe analysis of flat, bulk specimens based on the XPP algorithm as defined by Pouchou and Pichoir for both standards and standardless analysis. 6. The XEDS/EBSD system software shall permit simultaneous XEDS and EBSD data acquisition, and the merging of such acquired data into hyperspectral datasets. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Please include your company's size classification in any response to this notice. If two or more small businesses are identified, we will consider a set-aside. Companies that are able to provide manufacture or supply an X-ray energy dispersive spectrometer (XEDS) are requested to email product literature that discuss X-ray energy dispersive spectrometer (XEDS). Please email product literature and documentation to james.cariaga@nist.gov no later than the response date for this source sought notice. Also, the following information is requested as part of the response to this sources sought notice: 1. Name and size of the company that can provide an X-ray energy dispersive spectrometer (XEDS) 2. Name of the company(ies) that are authorized to sell an X-ray energy dispersive spectrometer (XEDS) their addresses, and a point of contact for the company (name, phone number, fax number, and email address). 3. Indication of the number of days after the receipt of the order (ARO) that is typical for delivery of X-ray energy dispersive spectrometer (XEDS) system. 4. Any other relevant information that is not listed above which the Government should consider in finalizing its market research. All documents must be sent to James Cariaga, contract specialist, at the National Institute of Standards and Technology, Acquisition Management Division, 100 Bureau Drive, Mail Stop 1640, Gaithersburg, MD 20899-1640. Email address: james.cariaga@nist.gov. Submission must be received not later than 12:00 pm local time on May 10, 2012.
