Description
NOTICE OF INTENT TO SOLE SOURCE The National Marine Fishery Service is in need of Satellite Tags that are to be deployed on a marine mammal research cruise in the Gulf of Mexico during the summer of 2012. These tags will utilize the ARGOS satellite system to transmit dive data from select marine mammals and also provide the means for accurate geo-location while the animal is surfaced. The tags will be applied remotely via a compressed air powered launcher from the bow of a small boat at the zenith of a close approach to a select animal. These tags must withstand the impact g-forces generated by the delivery process and must sustain regular dives to at least 1000 meters. The tags will be packaged in a slender cylindrical sleeve made of surgical stainless steel. This stainless steel body must allow for the attachment of a screw on anchor mechanism on the end opposite from the wet switches and transmission antenna. These tags are routinely used in research to determine spatial distribution, better understand habitat use and help to understand population dynamics. Based upon a review of both the government's requirements and market research conducted the Sources Sought Notice for this solicitation, NOAA intends on soliciting and negotiating a sole source purchase order with only one source under the Authority Cited: The Federal Acquisition Streamlining Act of 1994 (Title VIII, PL 103-355) as implemented at Federal Acquisition Regulation (FAR) Subpart 12.102 and FAR Subpart 13.106-1(b). Wildlife Computers, Inc. has designed and built the above satellite tags. They have proprietary drawings, engineering data and parts necessary to build these essential components. As an example of the intricate requirements of these satellite tags, the following are minimum functional requirements of the tags: operational range in open ocean environment attached to moving animals to depths of 1000m, temperature of 0o to 60o C, and placed globally; lithium battery sufficient to sample data for one year and transmit at least 10,000 32 byte transmissions; tag with salt-water switch and with out-of-water sonsor;16 Mbytes of non-volatile flash memory; 12-bit analog converters to provide high-accuracy depth and temperature readings; 8-bit analog-to-digital converter for light level and battery voltage readings; depth accuracy of 1% or better, measureable between 0-1000m with a resolution of 0.5m; temperature accuracy of 1% or better, measurable from 0 to +60o C with a resolution of 0.05C; on-board real-time clock temperature-compensated to accurately time data readings. These specifications are essential to ensure the compatibility of results with earlier results of the similar studies. Wildlife Computers is the only U.S. Supplier that has satellite tags meeting the requirements for obtaining the data required by the project objectives. All responsible sources that believe they have they have products that meet these requirements may submit a proposal or quotation, which if considered by the agency is received no later than April 30, 2012 by 3:00 PM CST.
