Q&A 25 Apr 2012 ***25 Apr 2012: Question & Answer The Government has uploaded Q&A dated 25 Apr 2012. Note that proposals are due not later than 3:00 PM, CST, 27 Apr 2012. ***24 Apr 2012: Question & Answer Per request, the Government has issued RFP Amendment FA8100-12-R-0003-0004 which corrects language in Section L, Instructions to Offerors. Offerors must acknowledge receipt of each amendment to the RFP by signing page one (1) of all RFP amendments and submitting each signed amendment together with the proposal. Note that proposals are due not later than 3:00 PM, CST, 27 Apr 2012. ***23 Apr 2012: Question & Answer Per request, the Government has issued RFP Amendment FA8100-12-R-0003-0003 which corrects language in Section L, Instructions to Offerors. Note that the RFP for the follow-on Tinker Advisory and Assistance Contract (TAASC II) is hereby released. Proposals are due not later than 3:00 PM, CST on 27 Apr 2012. Please refer to the RFP, all RFP attachments, and a special notice to offerors below (this notice is also attached and can be downloaded): SPECIAL NOTICE TO OFFERORS Be aware that all offers must be responsive and conform to all requirements set forth in the RFP. Also, the Government encourages all Offerors to pay special attention to and ensure complete understanding of the following sections of the RFP: 1. ITO Attachnment B-3, Technical Subfactor Matrix in RFP Attachment 07, Section L, Instructions to Offerors. This matrix will assist your company in making certain that you have addressed all technical subfactors in your Technical Proposal. 2. Paragraph 2.1.3, Evaluation Methodology in RFP Attachment 08, Section M, Evaluation Factors for Award. Please ensure that your company thoroughly understands how the Government intends to evaluate the total calculated price, technical, total evaluated price, and past performance components of your proposal. Be advised that the Government will accept and answer requests for information (RFI) pertaining to the RFP. Please submit RFIs as soon as possible following your company's review of the RFP in its entirety. Oklahoma City Air Logistics Center (OC-ALC), Enterprise Acquisition (PKEA) will award four (4) to five (5) Indefinite Delivery Indefinite Quantity (IDIQ) contracts on a multiple award basis. The Air Force will acquire this requirement through an Air Force Source Selection. It is anticipated that the resultant contracts will be FAR Part 15 IDIQ contracts with Firm Fixed Price, Time & Material, and Cost-Reimbursable (for travel only) line items. All awarded contracts will consist of a five year ordering period. This is a TOTAL SMALL BUSINESS SET ASIDE under NAICS Code 541330. Individual Task Orders will range from supporting any phase of sustainment of systems, subsystems, components, and equipment to supporting base-wide staff activity. A&AS includes Management and Professional Support (MPS), Studies, Analyses, and Evaluations (SAE), and Engineering and Technical Services (ETS). A&AS does not include personal services or inherently governmental functions. All work shall be done IAW the DRAFT Performance Work Statement dated 26 Oct 2011 attached to this notice. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
