- The Department of Homeland Security/ Federal Emergency Management Agency (DHS/ FEMA) USFA intends to award on a sole source basis (IAW FAR 6.302-1) to In-Flight Media Associates, 1646 North Coast Highway, 101, Encinitas, CA 92024 as the only responsible source that can provide the services for the purchase of the development and distribution of 5-minute fire safety messages for viewing in-flight on Delta Airlines. This service will provide a unique opportunity to directly reach approximately 1.2 million travelers. In-Flight Media Associates is the only company that provides this type of service and their experience with other federal agencies demonstrates that the work meets the agencies unique needs. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. This notice of intent is NOT a request for quotation (RFQ) for competitive quotes and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only organization known which can provide technically acceptable services is In-Flight Media Associates.
