- AOR Prequalification -- Moultrie Courthouse C Street Expansion The District of Columbia Courts' Capital Projects and Facilities Management Division (CPFMD) is seeking the services of an Architect of Record (AOR) to implement the design of a 175,800 gross square foot (gsf) Project consisting of a 111,700 gsf addition to the H. Carl Moultrie I Courthouse and the demolition and reconstruction of 64,100 gsf of contiguous space within the existing structure. The addition is to be located on the south of the existing building. The Project will be phased to permit construction while the Courts remain fully operational. The AOR is to be responsible for the preparation of all architectural and engineering documents and the provision of all services necessary to realize the Courts' objectives. The Project is to achieve LEED Gold certification. The H. Carl Moultrie I Courthouse Building is located at 500 Indiana Avenue NW, Washington, DC, 20001. It is bounded by Indiana Avenue NW, 6th Street NW, C Street NW and John Marshall Plaza. The building houses the judicial operations of the D.C. Courts including courtrooms, judges' chambers, prisoner holding areas and other court support operations. The building is eight [8] stories in height and approximately 800,000 SF in size. It sits above a single level, secure, parking garage. The site of the new construction is nominally between the south façade of the existing Moultrie Courthouse and the proposed relocated north curb line of C Street NW, the existing property line along 6th Street NW and the west edge of John Marshall Plaza. The Project includes a proposed landscaped area which separates the public sidewalks from the building face providing both enhanced security and a civic amenity. The site design includes integral security elements and is consistent with the overall Master Plan for Judiciary Square. In order to prequalify for invitation to submit a proposal for this project, interested and qualified architectural firms are invited to submit a completed Statement of Qualifications.
