Description
I.Audio Requirements The AVPS shall be a digital audio system device that provides the capability to select, view and calibrate audio components. Audio for the system will be comprised of a distribution of ceiling-mounted 70-volt (min) multi-zone speakers. Sources of audio shall include table desktop and boundary microphones, second Language and Assistive Listening Audio System, and one analog phone line provided for teleconference with remote callers. The second Language and Assistive Listening Audio System shall be a two-channel infrared (IR) audio system that will broadcast the interpreter ™s secondary language for foreign-speaking individuals on one channel, and an all-mix audio feed for individuals requiring assisted-listening capabilities on the other. (All-mix shall not include the sidebar boundary microphone.) Listeners shall receive the infrared audio signal through a lightweight headset that can also switch between the two audio feeds. Below are the minimum salient characteristic requirements and quantity. The AVPS shall at minimum have the following audio requirements. 1.Desktop Microphone Qty: 15 Desktop mini-condenser, goose-neck-mounted microphone, color black Cardioid pickup pattern, angles where sound arrives to its central axis Snap-fit foam windscreen Supplied threaded flange mount for permanently securing the microphone to a lectern, pulpit or conference table 2.Boundary Microphone Qty: 1 A small, surface-mounted device that converts audio into electrical signal sent to an amplifier or recording device. Small, surface mounted electret condenser microphones; color black Cardioid pickup pattern; angles where sound arrives to its central axis 3.Second Language and Assistive Listening Audio SystemQty: 1 An audio system that provides an individual with a listening device with translation from an interpreter or those needing hearing assistance. Systems includes a minimum of five (5) listen stethoscope receivers, two (2) transmitters and one (1) radiator Four (4) carriers “channels transmission signals, mono or stereo 4.Ceiling Speaker Qty: 10 A device that amplifies voice sound loud enough to be heard at a distance. Two-way ceiling loudspeaker Coverage (conical): 130 degree minimum Wattage adjustment Video Requirements: Video for the system shall consist of a desktop document camera with a portable light box that fits over for dark transparent material like X-rays, a wall mounted Pan-Tilt-Zoom room camera, a Blu-ray player, a 19 LCD touch-screen display, a 19 LCD HD Display, and a 46 LED HDTV large-screen display. Below are the minimum salient characteristic requirements and quantity. Annotation and Audio-Video Conference and Recording Requirements: The Annotation shall be comprised of 19 Wide LCD Touch Monitor displays with an annotator hardware processor. This allows the œmark-up of image presented on screen. The video conference shall integrate with the audio and video system. This will allow the end-user to speak into the microphone to talk to the far-end, and will enable the end-user to hear the far-end through the speakers. One Primary Rate Interface Integrated Services Digital Network (PRI-ISDN) line will be provided. The far-end shall be viewed with a fixed wall-mounted camera. The four-channel recording system shall be connected to the Desktop Recorder PC. Included shall be a full mix-feed for one-channel recording, and a headphone feed for confidence monitoring. The recording and monitoring system shall receive all audio signals including teleconference, videoconference and sidebar conferences, but will not receive the interpreter ™s foreign language audio. The Desktop Recorder PC shall be loaded with the video capture program associated with the annotation device to take a œsnapshot of any presented evidence, including annotations and print to color inkjet printer. Below are the minimum salient characteristic requirements and quantity. Audio-Video Selection and Control: The Audio-Video Selection and Control shall be controlled with an integrated control system. The control system shall be Internet Protocol (IP) based, and an intranet shall be installed to facilitate this feature. Control system operation shall allow users to select and control video sources, mute and un-mute video sources, and control the camera. Other control features shall include control over the teleconference, videoconference, and the volume control and muting of the audio system. The control system shall be performed by a graphical user interface (GUI) on a 7 table touch panel and 3.5 table touch panel as well as a web-based control capability software application on the Desktop Recorder PC. In addition, there shall be a Kill Function that can kill all audio and video sources. Below are the minimum salient characteristic requirements and quantity. Equipment Rack Enclosure, Desktop Presentation PC and Printer: Main components for the AVPS shall be housed in a stand-alone three (3) bay 19 credenza-style integrated, thermostatically controlled cooling equipment enclosure. The credenza-style enclosure shall be finished with Contemporary-style millwork to match existing millwork. The left two bays shall be solid doors and the right bay shall be smoke plexi-door. The right bay shall have equipment shelves for a Blu-ray player, a desktop presentation PC, a document camera and a printer. The left two bays shall be for the rack-mount AVPS equipment. A desktop presentation PC shall be connected to the APVS to present audio or video via media devices, such as a DVD or portable hard drive. A color inkjet printer shall be networked to print from the desktop recorder and presentation PC. A stand alone desktop presentation PC shall be provided to review any audio or video. Below are the minimum salient characteristic requirements and quantity. Additional equipment, Software and Consumables: Contractor shall provide additional equipment or software to implement the above AVPS requirements. Contractor shall provide consumables such as cables, hardware and connectors. Training and Support: Contractor shall provide training (one [1] week) on system functionality and integration of the AVPS system at contractor ™s location, to the government or government ™s contract installer (up to five [5] individuals). Contractor shall provide one (1) on-site support (1 week - 40 hrs) at Marine Corps Air Station Iwakuni (MCASI), Japan, of verification of system integration and functionality of the AVPS, and aid in any troubleshooting or configuring. Contractor shall provide training of MCASI government and non-government support. Contractor shall travel on Sunday to MCASI and return travel on Saturday (local dates/time). The exact date is to be determined by government. Government shall coordinate with contractor for base access and clearances. Contractor shall be a U.S. Citizen. Training of MCASI government and non-government support shall include both system functionality and a semi-technical overview to allow for remote troubleshooting. Contractor shall provide assistance and support to the government in creating an Operations and Maintenance Manual to provide system wiring, diagrams, drawings, rack elevations, schematics, control system source code, equipment list and those that are considered proprietary. Standard System Warranty and Service: Upon completion and system acceptance of the AVPS, contractor shall provide a one (1) year warranty, which covers: Customer and Technical Support Parts (excluding consumables) Contractor shall provide customer and technical assistance service to provide a thirty (30) minute call-back response time to assess specific technical issue(s), with phone-based technical support provided within a maximum of four (4) hours or four (4) business days (or sooner) for on-site support. II.Video Requirements The AVPS shall at minimum have the following video requirements. 1.Desktop Document CameraQty: 1 A desktop device that projects or records objects or documents to a display monitor Camera: 1-CCD 1/3 Progressive Scan Pictures per second: 30 frames Effective Pixel: 1280 x 960 Zoom/Lens: 24 x zoom (12x optical + 2x digital), with 2-speed zoom wheel 2.Portable Light-box Qty: 1 A portable device that fits on the surface of a desktop document camera for presentation of dark transparent material, like X-rays. Built-in light-box Light source: Cold cathode fluorescent lamp (CCFL) 3.Wall-mounted Room CameraQty: 1 A device that is wall-mounted to capture video and audio for the purpose of teleconference.
