Sources Sought VA-701-12-I-0203 Knowledge Based Systems (KBS) Support Services Department of Veterans Affairs (VA) I. Introduction: This sources sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties responding to this Sources Sought Notice. The purpose of this Sources Sought is to seek interested sources (Contractors) for a potential near-future solicitation(s) and procurement(s) for KBS Support Services. II. Background: The KBS is a National Program Office created to infuse clinical informatics expertise into VHA healthcare, research, and education decision-making, strategic planning, and delivery with the goal of continually improving the quality, safety, and efficiency of VHA health and healthcare environments. The aim of clinical informatics is to improve health care delivery processes and outcomes through effective use of information and knowledge. Clinical Informaticians use their knowledge of patient care combined with their understanding of informatics concepts, methods, and tools to assess information and knowledge needs of health care professionals and patients; characterize, evaluate, and refine clinical processes; develop, implement, and refine clinical decision support systems; and lead or participate in the procurement, customization, implementation, management, evaluation, and continuous improvement of clinical information systems. KBS consists of three overlapping divisions: Clinical Decision Support, Cognitive Decision Support and Knowledge Bases. Clinical Decision Support (CDS) systems improve health and health care by aiding healthcare stakeholders in patient care, data acquisition and decision making. Decision support includes: Documentation forms/templates, Order/prescription creation facilitators, Protocol/pathway support, Reference information and Alerts/ reminders. Cognitive Support optimizes decision making and workflow by placing place raw data into context and synthesizing them with medical knowledge in ways that make clinical sense for that patient. Knowledge Bases are knowledge stored in a computer-readable format that forms the foundation of Clinical Decision Support and Cognitive Support. The KBS Office is engaged in 2 categories of activities: 1) Helping the field do more with what VA currently has in place and 2) Getting better tools to the field. III. Requirements: Scope: The Contractor shall provide program management support services in support of the KBS project milestones and associated tasks and responsibilities related to providing functional support, analytical support and monitoring project reviews. The KBS includes program activities that include Clinical Decision Support, Cognitive Decision Support and Knowledge Base Components. The Contractor shall deliver services to improve the clinical processes and procedures; develop, implement, and refine clinical decision support systems; and facilitate in the procurement, customization, implementation, management, evaluation, and continuous improvement of clinical information systems. The Contractor shall provide all resources necessary to accomplish the scope of work described in the Performance Work Statement (PWS). Specific Mandatory Tasks and Associated Deliverables: The contractor will be required to perform the tasks and complete the associated deliverables as follows. 1.Task 1.0: KBS Program Management 1.1.Subtask 1.1 Implement tools to support KBS Project milestones: The contractor shall implement appropriate project schedule/work breakdown tools for KBS program activities. Areas to be supported and monitored include subtasks for: 1.Clinical Decision Support 2.Cognitive Support 3.Knowledge Bases and Representations Deliverable 1.1 Implementation tools and plans for KBS program monitoring. 1.2.Subtask 1.2 Monitor KBS Milestones: The contractor shall coordinate with stakeholders to identify dependencies, and critical paths to ensure timely completion of all milestones in the aforementioned program areas. The contractor shall alert and document to the VA Program Manager (PM) any difficulties in meeting project milestones. At a minimum, the contractor shall summarize progress on aforementioned activities in the KBS Project Management Support Plans and in the monthly updates to the Project Management Support Plans. The project management support plans shall be excel based with one (1) updated plan provided per month. Deliverable 1.2: Monthly updates to KBS Project Management Support Plan. 1.3.Subtask 1.3 - Project Task Reviews: The contractor shall track KBS program area and technical tasks and provide status information each week via conference call with the respective PM. The contractor shall meet with the PM once per week to review activities and actions. Email submission of report reviewing activities and actions is acceptable if the PM is unavailable. At a minimum, the contractor shall summarize progress on aforementioned activities in the weekly status report. Deliverable 1.3: Weekly status report. 1.4.Subtask 1.4- Provide KBS information management support: The contractor shall research data, compile information, file plans, perform paper and electronic correspondence tracking, prepare textual and graphic material for briefings, reports, issue papers, and memorandums. The contractor shall post and update information for the KBS and the VHAIC. The contractor shall summarize progress on aforementioned activities in a monthly status report. Deliverable 1.4: Written monthly status report. 2.Task 2.0: Support KBS Clinical Decision Support Activities The contractor shall provide project management and administrative support required for KBS Clinical Decision Support activities. Contractor support shall include working with the clinical informatics professionals, senior experts and Clinical Application Coordinators (CACs) and other stakeholders in the preparation and updating of project plans, documentation of accomplishments to date, preparing research papers, making recommendations on strategies, and identification of technical risks and scope variances. At a minimum, the contractor shall summarize progress on the following activities in the monthly status report: "Attend up to ten (10) CDS meetings and provide support for meetings by documenting outcomes, work assignments, and following up on deliverables, for up to ten (10) CDS meetings. "Maintain various project plans through interactive dialogue with Council members to insure that the dates are valid, and potential issues identified, provided via weekly status report. "Work collaboratively with CACs and clinical informaticians in developing recommendations and solutions regarding CDS issues. This includes, participating in up to twenty (20) calls or email/information exchanges per month and engaging in researching data, compiling information, file plans, perform paper and electronic correspondence tracking, prepare textual and graphic material for briefings, reports, issue papers, and memorandums "Identify scheduling issues on upcoming deliverables, based on activities that feed that deliverable. "Create and update management reports covering deliverables and overall schedules, provided via monthly status report. Deliverable 2.1: Written weekly status report. Deliverable 2.2: Written monthly status report. 3.Task 3: KBS Cognitive Support The contractor shall provide project management support required for KBS Cognitive Support activities. Contractor support shall include working with the clinical informatics professionals including OIA and other Central Office staff, Chief Health Information Officers (CHIO) and others with equivalent responsibilities at the Medical Center and VISN levels and other senior experts in the preparation and updating of project plans, documentation of accomplishments to date, preparing research papers, making recommendations on strategies, and identification of technical risks and scope variances. At a minimum, the contractor shall summarize progress on the following activities in the monthly status report: "Attend up to eight (8) KBS Cognitive Support meetings and provide support for meetings by documenting outcomes, work assignments, and following up on deliverables, for up to eight (8) KBS Cognitive Support meetings. "Maintain various project plans through interactive dialogue with KBS Cognitive Support members and other stakeholders to insure that the dates are valid, and potential issues identified, provided via weekly status report. "Work collaboratively with KBS Cognitive Support staff and stakeholders including CHIOs and other clinical Informaticians such as CACs and clinical Informaticians in developing recommendations and solutions regarding KBS Cognitive Support issues. This includes, participating in up to ten (10) calls or email/information exchanges per month and engaging in researching data, compiling information, file plans, perform paper and electronic correspondence tracking, prepare textual and graphic material for briefings, reports, issue papers, and memorandums "Identify scheduling issues on upcoming deliverables, based on activities that feed that deliverable. "Create and update management reports covering deliverables and overall schedules, provided via monthly status report. Deliverable 3.1: Written weekly status report. Deliverable 3.2: Written monthly status report. 4.Task 4.0: Support CDS Informatics Education Initiatives The contractor shall provide project management and administrative support required for KBS informatics educational activities. These activities include development, deployment and execution of informatics training materials and coordination of a variety of learning activities including VA post-doctoral informatics fellowships, Informatics certificate granting educational programs, Community College informatics training programs and other related educational activities. Contractor support shall include working with the clinical informatics educators and students from a wide range of roles and responsibilities (Title 5, Title 38 and others) in the preparation and updating of project plans, documentation of accomplishments to date, preparing research papers, making recommendations on strategies, and identification of technical risks and scope variances. At a minimum, the contractor shall summarize progress on the following activities in the monthly status report: "Attend Education coordination and planning meetings with the project team, provide support for meetings by documenting outcomes, work assignments, and following up on deliverables "Participate in informatics education related planning, logistics, curriculum coordination, educational product review, and related communications activities "Maintain various project plans through interactive dialogue with Informatics education team members to insure that the dates are valid, and potential issues identified, provided via weekly status report. "Create and update management reports covering deliverables and overall schedules, provided via monthly status report. Deliverable 4.1: Written monthly status report. Deliverable 4.2: Written monthly status report. 5.Task 5 - KBS Knowledge Base Program Support The contractor shall provide project management and administrative support required for the KBS Knowledge Base Program. This support shall include project coordination with customers of the KBS Knowledge Base Program, and with projects for whom KBS Knowledge Base Program depends on, and coordination of contract work sponsored by the KBS Knowledge Base Program.. The contractor shall maintain various project plans through interactive dialogue with KBS Knowledge Base Program team members to insure that the dates are valid, and potential issues identified. Contractor support shall include working with the clinical Informaticians, data analysts, subject matter experts and others from a wide range of roles and responsibilities (Title 5, Title 38 and others) in the preparation and updating of project plans, documentation of accomplishments to date, preparing research papers, making recommendations on strategies, and identification of technical risks and scope variances The contractor shall attend up to eight (8) weekly project meetings led by KBS Knowledge Base Program stakeholders including Standards and Interoperability, Standards & Terminology Services, AViVA, iEHR, Patient Facing Clinical Decision Support programs, and maintain a prioritized list of dependencies between projects, and an issues register of actions required by the Clinical Decision Support program in support of its customers. The contractor shall summarize these meetings for the Clinical Decision Support program, and update the issues register as necessary Deliverable 5.1: Written weekly status report. Deliverable 5.1: Written monthly status report. IV. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 20 pages in length, single spaced, 12 point font minimum that addresses the above information. Please also include a cover page (not included in page limit) which includes, at a minimum, the company's name, address, Dunn & Bradstreet number, GSA contract number (if applicable), point-of-contact name, phone number, and e-mail address. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. A.Experience 1.Please provide no more than five (5) contracts that your company has performed within the last three (3) years that are of comparable complexity and scope for each domain requirement for which your company is responding: a.Describe your Self-Performed* effort (as either a Prime or Sub-Contractor). b.Please be specific and provide a complete reference to include at a minimum the project name, contract award amount, level of effort, start and completion dates, and the project owners' contact information. c.Additionally, please provide the Contract Type: Firm Fixed-Price, Time and Material, etc. *Self-Performed means work performed by the offeror themselves, NOT work performed by another company for them for any of the project examples provided. 2.A narrative case study that describes the details of each project and why it is relevant to this requirement, including difficulties and successes. 3.A table listing all companies involved in the relevant project(s), including the technical expertise and percentage of work that each company provided. B. Capabilities / Qualifications 1.A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. 2.Company business size and socioeconomic status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business,) the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. a.Specify any teaming arrangements and how those arrangements will impact the structure of services their company can provide for the domain(s) (FR, LL, PE Integration), including technical expertise provided by each company. Please specify the percentage of work the each company will perform. 3.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement.
