This notice is provided for information purposes only. NASA LaRC awarded afirm-fixed price contract to Metron Aviation, Inc. for the effort entitled Developmentof Technology Portfolio Assessment and Decision Support. This award results from acompetitive selection under the National Aeronautics and Space Administration (NASA)Headquarters released NASA Research Announcement (NRA) for foundational research insupport of the Aeronautics Research Mission Directorate (ARMD), entitled 'ResearchOpportunities in Aeronautics (ROA) 2010 under NNH10ZEA001N, Amendment 10, D.2. SystemsAnalysis for Technologies and Concept Characterization (ERA2), Subtopic 2.2 IntegratedTechnology Portfolio Assessment and Decision-Making Support Capability. NASA's Environmentally Responsible Aviation (ERA) Project, as a part of the ARMDIntegrated Systems Research Program, has as its principle objective to explore anddocument the feasibility, benefits and technical risk of vehicle concepts and enablingtechnologies that will reduce the impact of aviation on the environment. Current-generation aircraft already benefit from NASA investments in aeronauticalresearch that have yielded improved fuel efficiencies, lowered noise levels andreductions in harmful emissions. Although substantial progress has been made, much moreneeds to be done. The nation's air transportation system is expected to expandsignificantly within the next two decades, and there is a potential adverse impact fromthis expansion on the environment. The ERA Project invests in technologies with thepotential to neutralize or reduce negative environmental impacts. This effort will seek to quantitatively address the complex interactions of future demandcharacteristics, technology insertion into the fleet as modulated by air-carrier aircraftacquisition behavior, vehicle-level NAS-wide environmental impact modeling, andintegration of these factors into a decision-support tool for management of the ERAresearch portfolio that balances potential benefits and risks.
